Arthur B. Tang was appointed Director of Internal Audit for the Los
Angeles Unified School District.  Being the second largest school
district in the nation, it is indeed a great honor to have a Filipino as
head of the Internal Audit Department.  There were 108 individual
candidates nationwide after the job was advertised in the Wall
Street Journal and in the selection process his name was in the
first five.

The top Filipino Los Angeles official came to the United States in
November 1970 after working as senior internal auditor for
Philippine Air Lines, a job he held for five years.  Upon arrival in the
United States, Art joined the Los AngelesAngeles Unified School
District in the July 1972 and was promoted to supervising auditor
in August 1976, a position he held up to February 1982.  He
became deputy director in March 1982 until his appointment to the
top position of Director of Internal Auditor in August 1990.

It was LAUSD Superintendent of Schools Williams R. Anton who
appointed him upon recommendation of Robert Booker, chief
business and financial officer of the school district.  It is but
noteworthy to quote in part his appointment letter as follows:   ".....
You have been selected  because of your excellent technical skills
and in recognition of the fine job you have done as the Acting Director.  Whie we were impressed with the
outstanding qualifications of the other candidates, you were our first choice for the position..."   With the
appointment of Art, he became the highest Filipino American in the non-teaching managerial position. As
internal auditor Art sees to it that the billion dollar budget of the school is carried out.

Art finished in Associate in Arts at the Xavier University (Ateneo deCagayan) in 1962, and Bachelor of Science
in Accounting at the University of Mindanao in 1964.  He passed the Philippine government examination for
public accountants in 1965.  He became a certified public accountant in California in 1983.

As an accountant, he joined the California Society of Certified Public Accountants in 1984, serving as
co-chairman, Government Accounting and Auditing Committee (L.A. Chapter), and member of State
Governmental Accounting and Auditing Committee for 1988-1990.

Art is an avid supporter of programs to promote advancement for the Filipino or Asian minorities.  In the early
'70's, Art spearheaded a movement for Filipino accountants to qualify for U.S. government examinations
without taking further schooling here in the United States.  Through his own efforts he has assisted in the
placement of more or less 100 Filipino CPA's.

He joined the L.A. Downtown Optimist Club (Evening) in 1976 and became its president in 1981-1982.  He
became member of the Finance Committee in 1989-1990 of the Pacific South East District Optimist
International.  Art is also an active member of Unity Toastmasters Club and was its present in 1987.

The new Director of Internal Audit has been director of the Search of Involve Pilipino Americans, and board of
director of the Asian Pacific Fund, simultaneously in 1989.  He is treasurer of Asian Democratic Voters
Coalition for 1990.

Arthur B. Tang was born in Valencia, Bukidnon, Mindanao.  He is married to the former Linda Esconde.  They
have three children:  Kristine, Jennifer and Arthur Jose, Jr.  They reside in San Gabriel, California.

Art is truly outstanding and deserves to be one  of the 20 Outstanding Filipino-Americans in the United States.  
We are indeed very proud to recognize his achievements and the honor that he contributes to the uplifting of a
positive Filipino image.
