In the late '80s when the economic crisis affecting the nation was
taking its toll on employment, many Filipino professionals were
leaving by droves the Great State of Texas which was heavily
affected more specially in the housing and banking industries.
Filipino nurses, engineers and other professionals relocated to
Florida, Illinois, New York and California metropolis to stave off
unemployment.
In Houston, Texas, where the "eye" of banking problems was
supposed to be centered, one Filipino-American, Eduardo Unson
Tioseco, known to relatives and close friends as "Elmo", and as
"Ed" to others, was busy building an enviable banking career
which later on landed him the highest position in the banking
industry - that of being President and Chief Executive Officer. His
immense banking experience, coupled with his highly-impressive
academic background, positioned Ed as described by one of the
World Bank economists : "to hit the bull's eye - thus, the jackpot.
Tioseco was in the right place, the right time with the right
credentials."
Participating as one the founding directors of a de novo bank,
METROBANK of Houston, Texas, Eduardo Tioseco, became its

president and chief executive officer. Opening in April 15, 1987 -- the time when one bank after another folded
up -- METROBANK came into existence as the third Asian-oriented bank in the area. From the usual Fed's
monetary requirement, METROBANK, after acquiring a failed bank, a year later, became a $100 million plus
institution. It is now nearing the $200 million mark and is still rising.
"METROBANK originated when Hong Kong and Taiwanese surplus dollars started pouring into the United
States. Most of the Hong Kong money went to California - Monterey Park, primarily - and because of the warn
climate in some regions in Big State - Texas, Taiwanese funds became available," explained one of the
consular staff members of the Philippine Consulate General in Houston. "METROBANK is known to have
been bankrolled by a Taiwanese group."
With Ed in the helm of leadership of the bank, METROBANK became the leading provider of loans involving
government and private assisted programs such as the SBA (Small Business Administration), Eximbank
(Import Export Bank), Business Consortium Fund, City of Houston Revolving Fund and the Overseas Chinese
Credit Guaranty Fund. Surpassing the other two Asian-oriented banks, and winning admiration from the
banking industry for its fortitude and steadfastness, METROBANK is now on its way as an institution to be
reckon with in the banking industry.
Son of Exuperito Tioseco of Pampanga, Ed is married to the former Sonia Cuyugan also formerly of
Pampanga. The Tiosecos have 2 daughters: Theresa, 22, a student at the University of Houston in Houston,
and Tricia, 19, attending Baylor University in Waco, Texas.
A Manileno from childhood, Ed graduated in high school from San Sebastian College in Manila in 1959. He
finished his Bachelor of Science Degree in Economics from one of the Philippines' foremost educational
institution, Jesuit's run Ateneo University, Class of '63. From the same institution, Ed completed his Master of
Business Administration (MBA) in 1968, and the following year, he went to the United States to pursue
another master's degree, the Master of Science in Finance which he completed in 1969 from the University of
California in Los Angeles (UCLA). Rounding up his academic background in the financial and banking
industries, Ed religiously attended seminars and conferences held at the School for International Bank at
University of Colorado as well as at the University of Virginia.
While building an excellent academic credential, Ed's work experiences were geared towards achieving his
goal of eventually being the top honcho of a sizable bank like METROBANK of Houston. Prior to coming to the
United States, his experience in banking and finance included as a Branch Manager of the Merchant
Banking Corporation and later, as Financial Analyst for C.G. Hechanova & Associates in Manila. With an
impressive experience and two MA degrees to go with it, Ed did not find difficulty landing a job. In 1969, the
Bank of California in Los Angeles as Senior Credit Analyst and later as Credit Officer for the bank's
International Department.
Ed relocated to Houston in 1975 when he joined Citibank International Houston as Senior Account Officer
(Trade Finance). In 1978, he transferred to Republic Bank where for almost 12 years, Ed's banking expertise
were more developed. At Republic Bank, he was Vice President - International Department assigned in
Dallas, Texas for 5 years. Then in 1983, he was assigned to Singapore as Vice President - Assistant General
Manger. In 1986, Ed was relocated to Houston to be Republic Bank's Vice President - Multinational Bank
Group. The following year, METROBANK of Houston was able to garner a well qualified CEO -- a Filipino.
Ed's dynamic public relations, his active and constant visibility with Houston's civic organizations, helped
advertise services of METROBANK. Ed is a founding director and currently the president of the American
Philippine Chamber of Commerce of Houston. He is a member of the Asian Pacific American Chamber of
Commerce; the Houston Hispanic Chamber of Commerce, and the Greater Houston Chamber of
Commerce. He is a board member of the American Institute of Banking and active in the Finance Committee
of the Houston World Trade Association, and also as in the Advisory Board of the Spring Branch
Independent School District.
