A Dedicated Leader Whose Main Objective Is To Serve Humanity
When Dr. Hugo H. Halo was informed last year  that he had  to  go
to the Philippines to  receive from then President Corazon Aquino,
herself, the much coveted Outstanding Filipino Overseas award,
the first thing that excited the good doctor was the opportunity to
once again visit his pet project, a small free medical clinic in the
inner most barrio of his province, Sorsogon.  A retired psychiatrist
who worked with the Institute of Mental Health in Cranston, Rhode
Island where he served as Medical Director,  Dr. Hugo H. Halo
currently spends  his time, effort and even spend his  own funds
in providing assistance to the needy in the Philippines.  For the
past several years,  he has led a team of physicians on  medical
missions to the Philippines under the auspices of  the
Association of Philippine Physicians in America (APPA).

"I  find it very  rewarding  to participate in humanitarian endeavors
where my fellow-physicians, dentists, nurses and other medical
personnel spent their time and own fund to health our poor
brethren in the Philippines," explained Dr. Hugo.  His medical
team provide free medical services to help in the prevention or the
spread of disease and incidents of common illness.  The team
render physical examinations,  tooth extractions and treatment. An
estimated five hundred persons were diagnosed, treated and
given duly prescribed medications,  while more than two thousand persons were given free clothes collected
from various sources in the United States.

Dr. Halo is currently building a small chapel in one of the remotest areas of the Philippines.  In the same
structure, he added a clinic, a library and a multi-purpose building -- all from his own pocket! "This modest
project will be able to teach the community of barrio Guruyan, Municipality of Juban,  Sorsogon, the various
skills in fish farming, vegetable cultivation and planting,  and the basic knowledge of cottage industry,"
explained Dr. Halo.

Networking with his immense contacts in the United States, particularly at Pentagon in Washington, D.C.,  Dr.
Halo, almost singlehandedly was able to regularly ship  for  free,  compliments of the U.S. Navy,  an
ambulance full of medicines and a busload  full of clothings for the needy in the barrios of the Philippines. "Dr.
Halo is a man of action.  He seldom talks about his medical mission to the Philippines.  But it is common
knowledge among physicians, dentists, nurses and other medical personnel,  that if need be, Dr. Halo will
leave for a medical mission even if it's just himself alone," confided  an APPA  Filipino doctor who has been in
medical missions with Dr. Halo.  "His desire to serve is very sincere."

Dr. Halo is active in several civic, community and professional organizations in Rhode Island.  He is affiliated
as a Board Member of the  Free Romania Foundation, which helps Romanian children, the homeless and
other indigent groups.  He  is  a lifetime member  and one of the Board of Governors of the APPA.  

During the  21st Annual Convention and Seminar of APPA, Dr. Halo sponsored a major resolution which was
unanimously passed by the APPA Executive Council.  The resolution was for APPA to initiate dialogues with
the U.S. and the Philippine authorities and explore the possibility of converting the Subic Naval Base in a
gigantic medical center for Southeast Asian countries as well as other countries in the world interested in
advancing medical technologies of the '90s.

"The idea is brilliant but requires enormous homeworks. But with Dr. Halo as one of the prime movers,  that's  
something all of us have to respect.  The good doctor is a doer. He is not a talker. If and when he needs
support,  he can count on me," expressed immediate past APPA President Lupo "Sonny" T. Carlota.  "When
Dr. Halo talks. Action follows."

Dr. Halo received his award from then President Aquino, with then Philippine Secretary of Foreign Affairs,  
Raul Manglapus and Alfred I. Perdon, then head of the Executive Office of the President Commission on
Filipinos Overseas.  

Dr. Halo was nominated by the Philippine Consulate General in New York. Out of one hundred thirty
nominations from around the world,  the Philippine Government selected him  as one of the awardees to
received the Lingkod Sa Kapua Filipino (LINKAPIL) award.  This  award is bestowed on Filipinos overseas for
exceptional contributions resulting from a financial or material contributionor personal or group service or idea
which benefited or contributed immensely to the Philippine's bid for reconstruction,  growth and development.
