When Dr. Reynaldo R. Landero, together with several key
leaders in Los Angeles, CA., founded the Confederation of
Pilipino-United States Organizations (CONPUSO) in 1979, he
never envisioned that the organization would be branded as a
tool of the then President Marcos of the Philippines. The formation
of CONPUSO was a right move at the right time with the right
leaders to work with. But at the same token while everything
seemed to be right for the Filipino-Americans, it was more than
perfectly right timing for the then Philippine Consul General
Armando "Manding" Fernandez who was desperately searching
and in need of an organization to be utilized as a vehicle or
forum to promote Marcos' program. CONPUSO was right there
in Manding's backyard for easy picking. Thus, a full bloom
romance was immediately placed into high gear by Consul
General Manding Fernandez. CONPUSO, whose membership
was composed of only the presidents or chairpersons of
organization, became Manding's one and only favorite-- even
rated higher than Ilocano groups. CONPUSO members were
invited to Manila and were regularly extolled in Fil-Am media
controlled by the Consulate General.
Rey Landero then was branded as Marcos' number one "tuta,"

and defender of Marcos' offenses. All the while, though, Landero tried to convince anti-Marcos that he, Dr.
Reynaldo Landero, was his own man. and that he did not belong to anyone -- except his wife, Lydia. An
acknowledged leader in the Southland, many of Rey's followers were disgruntled and disappointed at him. It
took time, but Rey was able to prove and to convince the community that his main concern was the issues
affecting Filipino-American. When Rey was appointed by Los Angeles Mayor Tom Bradley as Commissioner
of the L.A. to the important and prestigious Cultural Heritage Commission, Rey took the opportunity in his
swearing-in ceremony to articulate to the media his stand. "I always emphasize that we should tackle our
problems right on this side of the Pacific," he said. "I want to work for issues directly affecting and uplifting
the Filipino-Americans, rather than worry about the political shenanigans in the Philippines." And through
Dr. Landero's efforts, the validity as well as the credibility of CONPUSO's existence became accepted and
respected within the Filipino community. The effectiveness of banding together the leaders from the Los
Angeles area whose Fil-Am organizations number more than 200 is, indeed, important to the political,
economic and social upliftment of the Filipinos as envisioned by Dr. Reynaldo R. Landero in 1979.
For more than a decade, Rey has served in various Socio-Cultural activities. Aside from being the Founding
Chairman of CONPUSO, he was also the Chairman of the APPA-ERF Fund Raising project. He Was the
President of the Philippine Technical and Professional Society; President of the United Couples Club; and
the President of the Philippine Medical Society of Southern Calfironia. Rey's dynamic leadership and
expertise naturally catapulted him into the helm of leadership in the Filipino-American community. He served
as Vice President of Philippine Poltical Action Group; Vice President of the Casa Dominguez Filipino
Association; and, Vice President of the Phil-Am Association of Carson City (CA). He was a member of the
Board of Directors of the APPA Executive Council; Southern California AFI; KNL Political Action Group;
Lions Club of Palos Verdes; Norwalk Community Hospital ; and, Advisory Committee Browns for Brown.
Rey graduated from Manila Central University with a degree of Doctor of Medicine in May 1967. After
completing his rotating internship with North General Hospital and the Philippine General Hospital, Rey at the
age of 27 passed the examinations given by the Philippine National Medical Board. The following year, he
easily hurdled the tedious and hard-to-pass ECFMG - Educational Council for Foreign Medical Graduates -
allowing him to go to the United States for further educational training in the United States. In 1968, Rey
arrived in Akron, Ohio to join Children's Hospital at Akron. The following year, Rey relocated to California to
start Internal Medicine Residency at Long Beach V.A. Hospital and the University of California in Irvine. In
1971, Rey passed the California FLEX Licensure Board Examinations and he was on his way to setting up
his private practice. Rey now owns and operates three private practices: R.R. Lander, M.D., Inc. at Carson
City, CA; Landero Medical Practice at Los Angeles, CA; and the Norwalk Professional Center in Norwalk, CA.
Rey and Lydia Landero reside in fashionable and exclusive North Rossmore area in Los Angeles. They have
five children.
