devoted to highlighting positive image for the Filipino-Americans

consul , Mr. Donato,  or Ray as he is popularly known in his vast

presented the commendation to Ray.

"When it comes to being a role model and being an inspiration to
the Filipinos,  Ray is right there on the top of the list.  His efforts to promote the Philippines and the
Filipino-Americans are highly outstanding and commendable," noted Dr. Manolo Apanay of Morrow, Georgia,
a 1990 awardee of the Twenty Outstanding Filipino-Americans.

noted by the Philippine Embassy in Washington, D.C. I have the honor to forward the Quarterly Report for
January to March 1993 of the Philippine Honorary Consul in Atlanta, Georgia, Mr. Raoul Donato,"reported
Consul General Susan O. Castrence  to the Secretary of Foreign Affairs in Manila.  "It should be reiterated that
of all the honorary consuls appointed in the U.S., Mr. Donato has been the most efficient and effective in
performing his functions."

In his news column  in the newsletter of the Filipino-American  Association of Greater Atlanta, Ray  reported
his major functions as honorary consul as follows:  " Lately, I have noticed an increased in number of visa
applications to the Philippines for the purpose of marrying Philippine "pen pals." In some cases,  problems
have risen after the couple have arrived here. Over the last three months, roughly 50% of requests are for visa
applications,  25% are for information on the country,  and 25% are on problems such as people getting
stranded in the U.S.,  deportation, battered and abused women."

One of Ray's great thrills as a topnotched executive of a mega-giant corporation was when Wal-Mart's Sam
