Dr. Carlos Paredes Manlapaz is a Fil-Am national leader who
takes his leadership seriously. A dedicated activist, "Caloy", as he
would rather be called by his friends, has spearheaded activities
that highlights positive image for the Filipinos in America for more
than two decades.  In the early  '70's, when  Philippine-graduate
dentists were required to go back to school in order to take the
California Dental Examination,  Caloy vehemently fought the
state's dental hierarchy to change its requirements and to allow  
Philippines graduates take the examination without going back to
school.  Caloy, together with other Filipino dental activists, were
very successful. Now Filipino dentists coming from the
Philippines no longer have to go back to school but could
immediately  take the dental examinations given by the State of
California.

Proud  of his  Ilocano  heritage,  Caloy, spend his own money,
time and effort, to personally appear before the Philippine
Commission on Appointments and objected to the appointment of
a former Philippine Consul General based in Honolulu who
branded the Ilocanos as ignoramus and made a 3-finger sign at
the Ilocanos. President Ramos withdrew the nomination of that
Filipino diplomat to be Los Angeles' consul general.  
When Philippine Air Lines were being offered for sale and the sale was organized by the coalition of the
Pro-Marcos, Pro-Aquinos and Pro-Ramos factions in California, Caloy dared to oppose the rush, shady and
scandalous planned sale of PAL to the Cojuancos where  four nephews of President Corazon Aquino and the
Tanjuatcos were involved. As a result, the questionable deal was stopped.  

Caloy spearheaded to support Philippine's House  Speaker De Venecia's proposed dual-citizenship bill that
one does not lose his Filipino citizenship once one is a natural-born citizen. This bill is still pending in the
Philippine House of Representatives.

Caloy is  currently  creating  different  committees across the country to rally against the mandatory collection
of three years Philippine income tax as a pre-requisite to renewing or issuing  Philippine passport at RP
Consulate General in Los Angeles.  "The Philippine Consulates of San Francisco,  Chicago, New York and
Washington, D.C. do not implement this 3-year tax ruling except in Los Angeles," he declared.  According to
reliable sources, Caloy is again successful as a watchdog of Filipino rights.

This dynamic Filipino national leader resides in Lynnwood, California, and has a lucrative dental practice in
the region. A past president of the Southern Filipino Dental Society and the past president of the California
Association of Foreign Dentists, Caloy's visibility in protecting the rights of foreign medical graduates are both
admired and respected by his peers. His dynamic leadership in his profession is worthy of everyone's
admiration, indeed.  He was past president of the Federation of Private Dental Practitioners of California; and,
past president of Philippine Technical & Professional Society of California.

Currently, the National Chairman of the Ilocano National Association of the United States of America, and also
 Chairman of the Board of the Federation of California Dentists,  Caloy's vigilant watch for the rights of his
compatriots is well-known among Fil-Am communities in the continent. His leadership is called upon
whenever the issue requires a dynamic leader.

A die-hard Republican and considered to be a national leader of the Filipinos who belongs to the Republican
Party, Caloy has the distinction of being the first Filipino delegate to the Republican National Convention
which was held in Dallas, Texas in 1984, during the Reagan-Bush Campaign.  He was a Republican
delegate to the  Bush-Quayle Campaign in 1988 in New Orleans, Louisiana,  and  Chairman of the
Filipino-American Republican Council of California, elected in Sacramento in 1990 and he was Chairman, the
Legislative Committee, Los Angeles Dental Society in 1981.  

It is no wonder that this Filipino national leader has been politically active in this country just like  his
grandfather, Senator Quintin Paredes,  a prominent political stalwart in the shaping of Philippine history.  His
aunt is Justice Lourdes Paredes-San Diego and his uncle is Justice Jose Maria Paredes.  He came from a
family of five sisters and two brothers who are all degree holders.  Caloy served the U. S.  Army military service
in 1956-1958 and was honorably discharged during the Korean conflict.  He also served in the Vietnam
conflict from 1958-1962 as a United States Air Force Officer. He is a lifetime member of the AMVETS
(American Veterans of World War II,  Korea & Vietnam.  Post 8088, Los Angeles, California).

Caloy finished his High School from the Ateneo de Manila, Philippines in 1950.  He took up Preparatory
Medicine from the University of the Philippines in Quezon City and then took up his Associate in Arts from the
University of Sto. Tomas and later finished his Dental degree from the University of the East.  In 1970, Caloy
completed his Post Graduate Courses from the famous and prestigious University of California in Los
Angeles.  In 1971, Caloy was  admitted to practice dentistry in the Philippines, and in 1977, he acquired his
license for dental practice in the State of California. He belongs to the Federation Dentaire Internationale in
England; the Academy of General Dentistry, USA; the American Dental Association, and the Los Angeles
Dental Society.  

"Part of my commitment as a professional is to provide free community professional services  to indigent
patients," explained Caloy.  He provides free services in St. Francis Hospital in Lynnwood, California and to
mentally retarded and crippled children in Lyncrest Convalescent Hospital as well as the mentally retarded
and crippled elderly in Inter-Community Hospital, also in Lynnwood, California.  

Caloy  was born  in 1932 in Bangued, Abra, Philippines. His father is Dr. Jose Carlos Manlapaz and his
mother is Guadalupe Paredes.
