JOSE Y. LAUCHENGCO, JR., is a trial lawyer from Los Angeles,
California, who litigates both civil and criminal cases in Federal
and State courts. He has been listed by the Martindale-Hubbel
Law Directory, considered to be the most authoritative reference
on lawyers and which has been in publication for over 126 years,
in the BAR REGISTER OF PRE-EMINENT LAWYERS. He is rated
A-V, the highest rating any lawyer can get. He is also a biographer
in Marquis' WHO'S WHO IN AMERICAN LAW, and WHO'S WHO IN
THE WEST. He is a member of the United States Supreme Court
Bar, the U.S. Court of Appeals Bar for the Ninth District, the
American Trial Lawyers Association, the Los Angeles Trial
Lawyers Association, the Criminal Courts Bar Association, and
the California Attorneys for Criminal Justice. In addition to his
Juris Doctor, he is the holder of an MBA from the University of
Southern California. His undergraduate degree in Political
Science was from the University of the Philippines, where he was
the Corps Commander of the UP ROTC, and where he was also
awarded the Leadership Medal while still in his Junior Year. He
graduated Valedictorian from Brown Military Academy, in San
Diego, California, where he was awarded the Outstanding Cadet
Medal, the Wreath and Star Award, and the Christian Leadership
Medal. He received the Degree of Distinction from the National

Forensic League. Joe served as Counsel in Los Angeles to the Philippine Presidential Commission on
Good Government. He served as Commissioner, in the Los Angeles County Commission on Judicial
Procedures. He was commended by the City of Los Angeles for Outstanding Pro-bono Publico Service, and
served as member of the Human Rights Commission, of the State Bar of California. Joe served as counsel
for the government of the Philippines against Ferdinand and Imelda Marcos and also successfully defended
Victor Lovely, Jr., in the Federal Grand Jury Proceedings designed to hand down indictments of persons
suspected of conspiracy, by force, to topple a foreign government friendly to the United States.
In 1978, Joe initiated , implemented, and successfully managed to its conclusion, a movement to uplift the
political stature of Filipinos in California so that the state government may develop a sensitivity to their
problems which were at the time often disregarded, direct accessibility to the Governor's Office may be gained
by Filipino-Americans and Filipinos would be appointed meaningful (and not to low-level or middle-line)
positions in the government. He specifically targeted the policy decision-making bodies of licensing agencies
which had great impact on Filipino professionals in the State.
All three objectives were achieved! The Governor signed in front of Filipinos a bill separately categorizing
Filipinos as an ethnic group, rather than being lumped together with other Asians. The Governor appointed a
Filipino in his staff, to serve as a Community Liaison, and more importantly, to establish direct access to
members of the "inner cabinet" of the Governor.
And finally, the Governor started appointing Filipinos to substantive positions. This included the Board of
Medical Quality Assurance, the Board of Veterinary Medicine, the Board of Dental Examiners, the Board of
Accounting, the Board of Engineering, the Board of Nursing, the Board of Teacher Preparation and Licensing,
the Board of Trustees of the California Community Colleges, the Commission on Aging, and the appointment
of a municipal court judge. Ever since, succeeding California governors have shown greater sensitivity to
Filipino-American concerns, and Filipinos have received continuing appointments to these policy-making
bodies.
To Joe, his greatest joys are found in the stellar achievements of his four children. Birth, his eldest daughter,
graduated from Harvard University, cum laude, in the discipline of Germanic Languages and Literature.
Martina, his second daughter, graduated from Stanford University, and also earned a master's degree from
the same university in only one year. She was a United States national champion in Cycling: Team Timed
Trials, and was also a tri-athlete at that University. Duane, his eldest son, graduated on the Dean's List from
West Point, where he received the Superintendent's Award. He is currently a lieutenant in the United States
Army(Infantry), having completed his mountaineering training and having earned his Airborne Wings. Duane
expects to attend RANGER School. And Lance, his youngest son, is a senior at West Point, expecting to
graduate in June 1995, and is likewise in the Dean's List. He has already earned his Air Assault Badge,
expects to be in the Infantry, and expects also to earn Airborne Wings and attend RANGER school.
