Filipino-American Leader Among Leaders * A Role Model
Dr. Celso S. Barrientos is a Supervisory Physical Scientist at the
Office of Research and Applications, National Oceanic and
Atmospheric Administration (NOAA), United States Department of
Commerce.  Dr. Barrientos is a scientist, but more importantly, he
is a tireless national leader of the Asian Pacific American
community in general, and most especially the Filipino-American
community, in particular.  During the past 25 years, he has been
one of the pillars of leadership in the Filipino-American
community and during the last decade, he has expanded his
activism to the Asian Pacific arena.  Dr. Barrientos was a Past
president of the Philippine Heritage Federation (PFH) and the
Asian Pacific American Heritage Council (APAHC) which is the
coordinating body of 20 national Asian Pacific American
organizations.  For four years, he was a National Co-Chair of the
Asian American Votes Coalition (AAVC).   The AVCC strives to
make the 1 million Asian Pacific Americans be aware of and
participate in the political process.

Other organizations in which Dr. Barrientos has served as
president or chairman include the American Meteorological
Society, Washington DC Chapter; Subcommittee of the American
Geophysical Union Committee on Minorities; NOAA Equal
Employment Opportunity Committee (nationwide focus); Progressive Alliance of Filipinos and American, Inc.;
Philippine American Metropolitan Washington Engineers; Holy Name Society of the Shrine of St. Jude,
Rockville, Maryland; and the Philippine American Academy of Science and Engineering (PAASE), an elite
group of Filipino-American scientists in the U.S.)  When he was president of the PAASE, he signed an
agreement in Manila with former Secretary of Science and Technology Ricardo T. Gloria to formalize and
define the scope of assistance of PAASE will give the Philippines.  He is also a member of the US-Japan
Cooperative Programs on Natural Resources, Panel on Wind and Seismic Effects. Dr. Barrientos has been a
member of Toastmasters for over 15 years.  Toastmasters International is a worldwide organization for
training in communication and leadership.  He has been a mentor/sponsor of six clubs; held different club
officer positions; has conducted Youth Leadership, Speechcraft, and other projects; has been Area and
Division Governors; has held several district level position; and has attained the highest achievement in
Toastmaster – that of being a Distinguished Toastmaster (DTM).  Dr. Barrientos is an Advocate of the Knights
of Columbus Council 2169, a member of the Asian Pacific American Advisory Council to the Montgomery
County Executive, and a nominee to the new Maryland Office for New Americans and to the Board of Directors
of Catholic Charities.  He is also a member of the Knights of Rizal.

Born in Bacoor, Cavite, Dr. Barrientos attained all his educational and professional attributes through hard
work, merit and fair competition.  While working during the day, he attended college in the evening and
graduated with a Bachelor of Science degree in Mechanical Engineering (Cum Laude).  Award a Colombo
Plan Fellowship by the United Kingdom; he studied meteorology at the Imperial College, London.  In the U.S.,
he was award a full Fullbright/Smith-Mundt fellowship in Physics at the University of Pennsylvania.  He also
received National Science Foundation fellowships and assistantships at New York University, where he
obtained hi Masters and Doctorate degrees in Atmospheric Physics.

Dr. Barrientos has a long list of research papers in the United States and international scientific journals,
among them being the American Meteorological Society’s Journal of Applied Meteorology and the British
publication, Nature.  He has also published in conference, “Proceeding in the U.S.”, the Philippines, Japan,
South America, Africa, etc.

Dr. Barrientos was featured in INVESTIGATING THE EARTH, a science textbook that has been used in U.S.
high schools.  He was listed in the AMERICAN MEN AND WOMEN OF BIOLOGICAL AND PHYSICAL
SCIENCE, a 12-volume biographical information.  He was also featured in the 1990 Asian Pacific American
Heritage Month Commemorative Issue of PATRIOTS magazine.

His life is based on a simple principle:  “I believe in the old American values of hard work and fair play, in
which I attribute my educational and professional achievements.  Hard work is always rewarded.  A healthy,
balanced life is essential. We should set high goals but have peace of mind when we don not always meet
them.  We must take time to smell the flowers and to pause and count our blessings.”
