Charles C. Castro Dayton, Ohio Top Flight Test Pilot Aeronautic Engineer assisted in developing Fighter Aircrafts F-16s and Airlifts Aircrafts C-5s

Charles S. Castro of Dayton, Ohio, an aeronautic engineer, is one
of the top flight test pilots and developers sophisticated aircrafts
for the United States Air Force since 1981. He has a hand-on
involvement in the advanced development of the C-130 engines
by increasing its first stage turbine temperature, shaft horsepower
and decreased specific fuel consumption. The successful
development of these jet engines in the 1980s ushered the
development of advanced propulsion systems for fighter aircrafts:
F-16s, F-15s, F-22, A-10s, etc., and airlifts aircrafts such as C-5
A/B, KC-135s, KC-10s, all of which are now deployed around the
world.
Chuck, Caster, Chas, Caloy or just plain Carlos (depending on
the mood of the caller) is another classic example of a
Filipino-American who is immensely highlighting positive Filipino
image in this continent but whose luminous accomplishments
are not widely known among his compatriots in the
Filipino-American communities across the continent or in the
Philippines. He is indeed an awesome role model. An
inspiration for us all.
Born in Aparri, Cagayan, Philippines where he completed his high

school and Associate in Arts from St. Paul College, Chuck (let's settle for that) Castro aimed for his current
attainments from his younger days and never seems to cease to further his educational background. He
graduated from FEATI University in Manila with a degree of Bachelor of Science in Aeronautical Engineering
in 1966 and continued on to achieve his PME in Engineering, Management and Personnel from the U.S. Air
Force Institute of Technology. From the U.S. Defense System Management College, he received his PME in
DSMC Program Management 1992.
Chuck Castro's certifications and Federal licenses or Acquisition Professional Development Program (APDP),
as required by Federal Law include: Commercial Pilot Certification; Developmental Engineer, Level 2;
Developmental Test and Evaluation, Level III; and Program Management, Level III, the highest level of
certification under the Defense Weapons Acquisition Management Program.
Now in his fifteenth year with the Wright Patterson Air Force Base in Ohio, Chuck started in 1981 as Deputy
Program Manager, then held various important positions at the Air Force Base. He served as Test Program
Manager, Test Director, Technical Advisor, Flight Test Engineer, Supervisor for Experimental Flight Test
Management Division of the 4950th Test Wing. Then in 1993, he was the Environmental Engineer to
implement installation restoration programs, compliance to Defense and EPA's rules, and the sale/lease or
closure of Defense industrial plans. Last May, he was named as Lead Engineer for Inertial Navigation
System for F-16 Aircrafts.
While in the stage of his progress both in his education and chosen field of endeavor, Chuck Castro never for
a moment forgotten his Asian heritage. In 1982, just a year after his arrival at Wright Patterson AFB, he
founded the Asian American Pacific Islander Heritage Group. Successfully pursuing recognition for this group,
the Base authorized a month long annual celebrations with a multi-ethnic presentations highlighted with a
luau and attended by public officials, ranking military officers and the different Asian organizations in greater
Dayton. As founder and chairman for many years, Chuck was able to unite the peoples from the Philippines,
Korea, Japan, China, Vietnam, India, Cambodia, Indonesia and other Asian countries both from the Wright
Patterson AFB and greater Dayton.
His involvement in various current affirmative action movements is an ideal situation and big plus to the
Filipinos. As the present president of the Filipino American Political Association (FAPA), Dayton Chapter, he
makes sure that the Filipinos have access to national and local politicians, and are informed of current issues
affecting them. He not only leads the community in activism, but very supportive of the youth movements. His
successful scholarship projects and fund-raising events were attended by state and local officials.

for all the good things he does for our people," noted Cleveland's Philippine Consul General Vic Vitug, and a
1993 TOFA awardee, who highly recommended Chuck Castro to be one of the 1995 Twenty Outstanding
Filipino-Americans in the United States and Canada. "Charles Castro deserves be in the elite and exclusive
'Circle of Leaders' of FIL-AM IMAGE."
Serving an unprecedented two year terms as president, as Chairman of the Board and as an Adviser to the
Philippine American Society of Greater Dayton, Chuck spearheaded various humanitarian projects, including
assisting in sending relief goods to the victims of several natural disasters in the Philippines. Believing
strongly in uniting the Filipinos, Chuck leads a move to unify the Filipino organizations in the vast Ohio Valley
region.
Chuck is married to the former Lourdes Chambers of Cebu who is an Aerospace Engineer with the
Aeronautical System Center, USAF. The Castros have three children: Carla, 24; Lorrie, 21; and Cheryl, 18.
