Judy Libo-On Bofill
Man, West Virginia
Man, West Virginia is considered to be a very remote area in the
vast Ohley region.  Compared to the metropolis mega-size cities
like Los Angeles, California or New York, it Filipino-American
families number to only six.  (Maybe seven when one family stays
in town for the summer).  To search for this 8,000 population town
in the Thomas Guide Map, one needs a high powered magnifying
glass.  It is hardly a dot, and when one gets there, there is nothing
to do if you are a city-dweller but watch television.  But its natural
habitat – the mountain, the trees, the lakes and other natural
beauties are breath-taking.  In the midst of this mountain town in
the Ohio Valley mountain region, a Filipina, Judy Libo-on Bofill,
holds the helm of leadership of various major national
organizations.  Because of her fantastic and admirable
accomplishments, she is solely responsible for putting Man, West
Virginia, in the map—as the saying goes.

Judy, as she insists to be addressed by everyone, since 1987,
has been the National President of the Auxiliary to the National
American College of International Physicians, an organization
consisting of spouses of foreign medical graduates who are
currently practicing, or licensed to practice in the United States.  
Formerly a member of the Executive Board, and now the National
Auditor of the Auxiliary to the Association of Philippine Physicians in America, the largest national Filipino-
American professional organization in North America continent, Judy networks nationally with both
organizations.  

On top of the involvement on the national level, Judy is the President of the West Virginia American College of
International Physicians; Past President of the Philippine Medical Association of West Virginia; President of
Logan County West Virginia Medical State Medical Association Alliance since 1988.  Active since 1974 with the
West Virginia State Medical Association Auxiliary (WVSMAA) she serves as Vice President.  She is currently the
Regional Director for the Southwest Region and as its Health Project Chairperson, an important position
tasks to create and develop humanitarian projects for the mainstream community.

Judy has the distinction of being the first Filipino-American and Asian to be appointed as Editor-in-Chief for
the MED-Link, official newsletter of the West Virginia State Medical Association Auxiliary.  Added to this
achievement, Judy is the founder of the Beta Sigma Phil Sorority and has been an official delegate to the
American Medical Association for the WVSMAA.

Appreciating Judy’s active national and local accomplishments, last January 20, 1995, Mayor John Perry of
Man and Mayor Thomas Esposito of Logan, a nearby town, the unprecedented honor bestowed to a citizen
and proclaimed “Judy L. Bofill Day” in both towns.  “It was a humbling experience for our family for the two
towns to honor my wife for her services and contributions not only to the two cities, but other places in the
country,” remarked Dr. Rano Bofill, husband of Judy.

Judy has been a committee member for WVSMAA which passed recently the legislature on domestic
violence.  Just last summer, she was one of the director for a video entitled, “Frankie & Billy,” a TV program for
Logan County Drug Abuse.  She has been lecturing on drug, alcohol and substance abuse as well as breast
cancer before various organizations and in the classrooms of schools in the area.

Serving as beauty judge for the West Virginia Science Fair for Three times, Judy is well-known in the mountain
community.  She was a TV Symposium Chairperson on Domestic Violence and has volunteered as a nurse
for various government health projects in the region.

She was born Judy Divinagracia Libo-on to Consuelo Dollar Divinagracia and Atty. Jose T. Libo-on of Bacolod
City, Negros Occidental.  She is happily married to Dr. Rano S. Bofill, a radiologist.  They have three children:  
Lora, 23; Rano II, 20; and Mariju, 9.#
