A Community Leader And An Educator
Early part of this year, we received  a letter from  Romy E. Lu,
President of Filipino-American Political Association (FAPA) of
Dayton,  Ohio, and fully endorsed by  Charles "Chuck" Castro,
1995 T.O.F.A. awardee. Mr. Lu wrote:

"I am honored to write this letter of recommendation for Mr. Rudy
Bernardo, a man who has been a model Filipino for many of us
who know him. I have known Rudy for more than 25 years through
the Filipino civic, political and cultural organizations in Dayton,
Ohio. I have also become associated with Rody in many social
functions, including the last one where he hosted a party in honor
of his daughter Anne, for passing the Ohio CPA board."

Rudy is the school principal of Allen school here in Dayton
(1989-1996). He introduced the now nationally acclaimed "World
of the Week" program that promotes the Filipino Heritage as an
instrument of building the character of his students. He taught  for  
26 years before becoming school principal. A very hard-working
father of two, he also worked as a Data Processing supervisor at
Elder Beerman, a local retailer, while he worked as teacher.  He
holds a Master Degree in Education from the Philippine Normal College and the University of Dayton. He also
earned a specialist Degree in Education with the University Consortium.

Rudy has served twice as the president of the Fil-Am Society of Greater Dayton and once as president of the
Filipino-American Political Action, Dayton Chapter. In both capacities he has shown the leadership and
dedication that made him an outstanding Filipino. But most of all, he showed great wisdom by being married
to his lovely wife Chit, who has given him two beautiful and talented daughters, Jean and Anne.

Mr. Bernardo is the principal of Allen Classical and Traditional Academy. He is also a part-time instructor and
faculty for Wright State University from 1995 to present;  Institute for the Development of Educational Activities
(IDEA)  from 1995 to present; and,  Seminar Leader- Character Education, University of Dayton.

He received his bachelor's Degree in Elementary Education from the Philippine Normal College; Master of
Science Degree in School Administration and Supervision,  Philippine Normal College, and University of
Dayton; Educational Specialist Degree in School Administration, University of Dayton and Wright State
University; attended graduate seminar, Harvard University. Mr. Bernardo, together with his staff, developed the
new, nationally recognized grass-roots approach in teaching character education. The Allen story was
described in the American School Board Journal, The Dayton Daily News, USA Today, The National
Psychological Association Journal, many state and local newspapers, Newsweek, Character Education in
U.S. Schools: The New Consensus & The Princeton Letter,  Forbes Magazine and The Congressional
Quarterly Journal, focus on National Public Radio, and telecast on CNN Future Watch, Headline News, and
International News Hour Report, and on  Sept. 22, 1996, at 9:00 p.m. will be featured on the T.V. special,  My
Child, My Fears.

Mr. Bernardo is an author, trainer and consultant on developing character. He received   Special  Recognition
Award from The American School Board Journal, and  is  a  recipient of the  Elementary Principal of the Year
Award in 1995.

As a trainer consultant, Mr. Bernardo is a very visible positive highlighter of Filipino-American image in the
United States.  In deed, he is an epitome of role model and an inspiration,  not  only to the Filipinos, but to the
mainstream community as well. For the last 3 years,  he has conducted  the  following seminars: National
School Board Convention in San Francisco, Calif.;   Alaska  School Board Convention in Anchorage, Alaska;
Arkansas  School Board Convention, Little Rock, Arkansas;  Ohio School Board Convention  in Columbus,
Ohio; International Magnet School Conference in  Greensboro, North Carolina; International Magnet School
Conference in San Jose,  Calif.; State University of New York in Cortland, N.Y.;  Character Education Seminar
in University  in Dayton in Dayton, Ohio; Character Education Conference in Owensboro, Kentucky; Character
Education Seminar  in  Mansfield, Ohio; Character Education Seminar  in  Westerville, Ohio;  Character
Education Seminar in  Groveport, Ohio; Character Education Seminar in  Peoria, Illinois;  Character Education
Conference in Taylorsville, North Carolina ; Character Education Seminar, Sitka, Alaska 1996; and various   
elementary and middle schools and character education seminars too numerous to mention.

He was  a featured  speaker on special occasions for the past three years, among them at the  National
Summit on Character Education in Wisconsin, and the Rotary International Conference in Ohio 1995. He also
spoke before Dayton Leadership Group;  Ohio Psychological Association;  Character Education Seminar in
New York;  Character Education Conference  in California;   National Character Education Conference, St.
Louis, Missouri 1995, 1996; Fellows Conference, Georgia, Colorado and Wisconsin 1995; Georgia
Humanities Council 1996; Arkansas Board of Education Conference on Character Education 1996;  Character
Education Conference, Baltimore, Maryland 1996; and the 1st  and  2nd National Conferences  on  National
Character  Education Partnership in     Washington, D.C. 1995 and 1996.

Mr. Bernardo was also one of the two hundred  school  administrators  and   C.E.O.'s invited by Pres. Bill
Clinton to the White House Conference on Character Education in 1995 and 1996. #
