A Soldier,  A  Comrade Like No Other
A retired navy man, Remigio (Rey) Cabacar served in the United
States Navy for 25 years.  Upon his retirement from the military in
1969, he proceeded on to further serve the government at the
Federal Bureau of Investigation where he stayed for 20 years.  He
retired from this agency in 1990.

Not one to stay idle, Manong  Rey established the Friendly
Barbershop with some friends in 1990.  Located along Livingston
Road, Ft. Washington, MD,  the barbershop easily became one of
the hang-outs for elder Pinoy gentlemen — a place where they
can reminisce about their harana  days and the thrill of the
tupada.  Also, this barbershop can be well be the informal hub of
veterans activities in the light of Manong  Rey’s active participation
in the Veterans of Foreign Wars (VFW).  One cannot talk about
Rey Cabacar without talking about VFW, veterans’ welfare issues
and VFW programs.
This is Manong  Rey’s fifth term as Commander of Generals MacArthur & Lim VFW Post 5471.  He achieved
the  "All American Commander” Award in the 98th for membership growth,  Buddy Poppy sales and other VFW
programs that benefit veterans and their communities.  Mr. Cabacar is one of only 49 VFW Commanders
selected world-wide for the All American status.

In the 98th Annual VFW National Convention, Rey was a member of the Resolutions Committee.  He lobbied
hard for three particular resolutions to be approved for adoption by the VFW.  These resolution are:  619 (CIC)
Provide for the maintenance and upkeep of the cemetery at former Clark Air Base in the Republic of the
Philippines.  The VFW urges the U.S. Government to seek a solution to the neglect of the Clark Cemetery.  
While there is no solution yet, the VFW will seek support from available sources to assist the VFW in the
Philippines with the annual cost of maintenance.  620 (CIC) Benefits for Filipino Veterans and Scouts who
served with the US Armed Forces during WW II.

The VFW supports the claims of Filipino veterans for equal benefits under programs administered by the
government of the United States in recognition of the military service given as active service in the U.S. Armed
Forces during WWII when the Philippines was still a Commonwealth.  It also supports the legislation that
directs the Secretary of the Army to issue certificates of military service to Filipinos who were deemed by the
Secretary to have served the U.S. Armed Forces during WWII.

633 (DC) Restore Grant In Aid Hospital Program to the Filipino WWII  Veterans in the Philippines.

The VFW petitions to the  U.S.V.A., the  President and Congress to restore the Grant-In-Aid hospital program to
assist in the medical treatment of surviving WWII  veterans in the Philippines.

The Veterans of Foreign Wars (VFW) is a national organization with a membership of 2 million wartime
veterans here and overseas.  It was founded in 1899 and is the oldest major veterans group in the U.S.  The
VFW believes in the struggle of the Filipino veterans and in their pursuit of equity and justice.  These
resolutions signify fraternal support — brother for brother, in war and in victory.  As a member of the VFW
Resolutions Committee, Mr. Remigio A. Cabacar has done his job and he did it well.#
