Arizona’s “Can Do” National Leader  
Successful Spearheader of Worthy Projects
Conrado R. Ballecer,  Jr.,  “Conrad” for short,  is one of the
energetic and dynamic “can do”  community  Filipino-American
leaders  mushrooming around the various Filipino communities in
the United States and Canada.  They are new the new breed of the
Filipino community leaders whose expertise and professional
skills  in initiating,  organizing, managing and the actual
completion of assigned project or program are  successfully  
attained. Their organizational  and management skills were
gained through years of experience in their  profession or career,  
and are now being utilized in the their respective community on a
“pro bono” basis.

Conrad is one of the Filipino-Americans in  the State of  Arizona in
particular,  and in the West Coast in general,  that  exemplifies the
new breed of “can do” leaders.  In  1979, for instance,  as  
President of the Association of Philippine Physicians of Arizona,  
he established a scholarship fund earmarked  for  the  needy
Filipino students in dire need of financial assistance in order to
acquire proper education. . It was also during his presidency of the
Filipino  Club of  Arizona in 1986 that the  Philippine  Community
Center Building was finally constructed  through various
successful fund-raising projects that Conrad spearheaded.  
In 1992, six years  later,  through  Conrad’s  able leadership,  the mortgage on  the center  was paid  in full.  
This made the  Filipinos of Arizona doubly proud  owning their “own” community center,  where most of their
social, civic, religious and political functions are held,  is  free and clear of any encumbrances.

As  president of the Phoenix  Phil-Am Lions Club,  he   focused his energy  to  successfully   incorporate the
Lion Club, and successfully acquired  a  501 (C) 3  status, a status where in the U.S. Internal Revenue  
Service (IRS)  allows  part  or  all  financial  donation  given to  the  organization   be deductible  from one’s
income.  

Conrad  was  deeply  concerned with the dire situation of  the needy Filipinos in the remote provinces  in the
Philippines who can not   afford the high costs  of  modern medical treatments -- more specially stateside
advance medical technologies.  Conrad  chaired   two very   successful medical missions and provided  the  
much needed    cataract-glaucoma  surgical treatments  with the initial medical mission in  Santa Cruz,
Laguna, followed by   another one  at  Naga City,  Philippines.

A devout Catholic,  Conrad  is  a  Eucharistic Minister  in  addition to other “pro bono” functions  at St.  Paul  
Catholic Church  in Phoenix,   where he and his wife, the former Amelia  Dizon of Angeles City, Pampanga,  
and their  two children:  Danilo and Conrad III,  are  active parishioners.

Conrad was born in Moncada, Tarlac.  He   graduated as valedictorian, top of his class,   in high school  from  
San Ramon  Institute  in 1954.   Relocating in  Manila  immediately  after  high school, he enrolled at the
famous  University of the East (UE)  for his  Pre  Med,  and  after  completing  his  degree in  Associate in Arts  
(AA),  he transferred  to  Philippines’ oldest  university, the  University of  Santo Tomas  (UST) for  his  medical
proper courses.  Graduating  as  a  full pledged physician  in 1966, “Doctor”  Ballecer   entered  as  an  Intern  
at the most modern medical facility,  the  former  U.S. Naval Hospital  at  Subic  Bay,  a highly  sought-after
hospital where the latest medical equipments and technology  were taught.   Conrad made an exceptionally
high  marked as an intern that  he was named  “Intern of the Year”  in  1966.  

Conrad desired and dreamt of higher medical  education and training, Conrad first passed the Philippine
National Medical Board in 1964,  and in 1966, he took and passed with flying colors the  Educational
Committee for Foreign Medical Graduates  (ECFMG) the tough examinations required by the U.S.
Government  for  foreign medical graduates  before  allowed to continue further educational trainings.        

Coming to the United States with impressive credentials, he  started his medical internship at Maricopa
County  General Hospital in  Phoenix, Arizona in January 1968.  For  the next four years, he diligently   
completed   three  residency  in  trainings: in Medicine, in  Surgery  and   in Anesthesiology. He took and
passed the  Arizona Board of  Medical Examiners in 1971;  and  also  the California Board of Medical  Quality  
Assurance in 1984.  

In 1972,   in a association with  the Medical  Center  Anesthesiologists, Ltd., he started his private practice in
Arizona.  As  an outstanding  and highly regarded  anesthesiologist,   Conrad is  affiliated  with  nine major
hospitals  in Phoenix and Scottsdale, Arizona.

Conrad served  in various official  capacities with both  professional and community organizations. He served
as  President  of  the  Association of Philippine Practicing Physician of Arizona;   President  of  Maricopa
County  Society  of  Anesthesiologists;  President of  Filipino Club of Arizona; and,  President of Phoenix  Phil-
Am Lions Club.

For all  of  his unselfish and “pro bono” professional  services to both the professional and community  
organizations,  highlighting  not only the Filipinos in  Arizona  but  across the United States,  Canada  and the

named  as one of the  1999-2000   Twenty Outstanding Filipino-Americans  in  the United States and Canada.
