Outstanding Educator And Scholar
A confirmed bachelor whose life  and main activities are centered
and dedicated  to educate others,   Ernesto Mendoza Vergara is a
highly accomplished, well-recognized  and  greatly respected
educator and scholar  with  the renowned  Nation’s Capital’s  
University of the District of Columbia (UDC).Located in the center  
and  in the northwest area  of  Washington, D.C.,  UDC occupy
several city blocks at  Connecticut Avenue and Van Ness Avenue.

“Ernie”  to his Filipino countrymen,  and “Ernest” among
colleagues, was born in Vigan, Ilocos  Sur, Philippines  in
December  21, 1933.  One of the three living siblings of  Felix V.
Vergara and Esperanza Mendoza, both from San  Esteban  Ilocos
Sur,  Ernie is a graduate from Ilocos Sur High School.  
Determined to succeed in life, not only in the Philippines but also
in other countries,  upon his graduation from high school,  he
enrolled at the Philippine University  (U.P.), Philippines’ foremost
university where only the above average students are accepted.  
He graduated  cum laude from U.P., acquiring a  degree of  
Bachelor in  Arts.  With just about only sixty more  hours towards a
Bachelor of  Laws degree,  Ernie instead  opted  to acquire his
Master Degree in  Public Administration, joining once again the
graduating class of 1955.  
Not contented with a Master of Arts degree,  Ernie  qualified for a U.P. Fellowship Grant and a Rockefeller
Foundation Scholarship as graduate student at the University of Kansas in the United States and continued
on to successfully received his degree of Doctor of Philosophy  in Political Science in 1971 after defending
his   dissertation: The  Fiscal Position of Philippine Local Governments, 1962-1966. His major fields were in
Public Administration, Comparative Government, and Political Theory.  His  minor  field was Human
Relations, and languages: Spanish and German.

“I have been in the education field and immensely enjoying educating people of all ages, color and creed.,”
remarked Ernie. “I enjoyed teaching others and impart some knowledge and wisdom I gained through years
of academic education and work experiences.”  

Ernie was a member of the faculty at the U.P. College of Public Administration.  Upon his resignation in 1967,  
he held the rank of Assistant Professor and the illustrious position of Foreign Student Adviser (FSA) of the
University.  It was in his capacity as FSA that Ernie met and developed friendship globally amongst the foreign
students of U.P.   

In the late 60s,  he joined the political  science faculty of Central College in Iowa,  an institution founded and
administered by the Dutch Reformed Church of America.  Currently,  Ernie is a full pledged  professor in the
Department of Political Science and Division of Graduate Studies and Research  at the University of District of
Columbia since 1971.  For four non-consecutive terms, he  served as  Department Chairman  of  Political  
Science.   In the past two years,  Ernie has been Chairman of the Department of Humanities and Social
Sciences,  a position of  great distinction and respect.
