In the Tri-State region of New York, New Jersey and Connecticut,  
one outstanding Filipina leader is  always called upon to
spearhead important and major humanitarian projects. Her  
approach to a  typical problem-solving is a classic example of
respecting one’s opinion and never insisting to do it her way.

Louisiana “Baby”  Diza Manuel  is  aptly described, in a capsule:  
A dedicated and dynamic community leader, New York City
Government Audit Manager,  Philippine CPA - certified public
accoutant, Master in Business Administration (MBA) graduate
from the Ateneo de Manila University, listed in “Who’s Who Among
Women Executives in America.”

“Baby Manuel fits the description of a lady leader blessed with
brain and beauty,” remarked one of the Filipino old-timers in the
Jersey City, NJ area. “She is one of those “can do” leaders that
the Filipino community  admires and unhesitatingly follows.”

Like what it seems to be the trend of the new “batch” of  Filipinos
coming to the United States as “greencard” holders  (legal
resident aliens), Baby Manuel  equipped herself with the proper
education needed to fast track advance in the U.S. as well as the
proper work and community leadership  experiences needed to backup her  academic training and  education.

In 1954  she graduated  from Zamboanga City  High  School where she was active in student  government
and  also participated in various  literary and oratorical contests, graduating as one of the top in her class.  
She enrolled  as  an  entrance scholar - exempted on all entrance examinations and free of all tuition and  
entrance fees at  the  renowned  Far Eastern University in Manila,  graduating again on  top of her classmates
with  Bachelor of Science in Commerce degree.  Baby then enrolled at  Ateneo de Manila University’s  
Graduate  School of Business where she completed her  Master of Business Administration.  Then continuing
on as  a  Government  Scholar,  she completed from the same university  the Senior Executive Program. Not
completely satisfied with her impressive  educational background,  Baby enrolled and completed a
Managerial Certificate Program from New York City Department of Personnel.

Her work experiences while in the Philippines are doubly impressive.  She was a former CPA (certified public
accountant)  reviewer  and professor  in  Accounting at  the  Arellano University.   From 1965 to ‘76,  she was   
supervising auditor  at  the Philippine Government Office of the Auditor  General.  In 1980 until  she relocated  
to the United States,  she was with the National Home Mortgage Finance Corporation (NHMFC) first as
Manager in the Controllership Department and laterbecame  Vice President.

In 1984, a few months upon her  arrival in this country to join  her  parents and sister in New Jersey, she was
hired by St. Michael’s   Medical Center as Special Project Accountant.  However,  six months   later,   Baby   
Manuel  decided to  join  the City Government  of New York  where she managed  to uplift and  highlight  
positive image for all  Filipinos. First,  she started as Auditor to the Associate Management Auditor  of  Board
of Education; three years  later, she was  promoted as  Managing Auditor and Section Head, and in 1990, she
was Head, Audit Unit, Office of Management and Budget of New York City,  a prestigious and  highly
responsible position that reviews the income and expenses of one of the largest populated and wealthiest
cities in the world.

In spite of her hectic schedule, Baby Manuel does not forget her compatriots.  She sees to it that the Filipino-
American communities share her organizational and management talents.  She actively participated  with
many worthwhile  organizations and/or causes,  more specially those that reached  out to the unfortunate and
needy people in the Philippines.   

Some of the major organizations that Baby Manuel is affiliated are the Philippine Community Center of New
Jersey (PHILCOM CENTER-NJ) where she is the president.  Although not  a medical physician,  she has the  
distinction of currently holding  the position of Executive Director of the Foundation of the Philippine American
Medical Society of New Jersey, Inc.  She served as President and is currently an incumbent adviser and
trustee of Tarlaquenos, U.S.A. Foundation, a nationwide organization with members from the Province of
Tarlac, Philippines,  all over the United States and Canada. She is past Overall Chairperson and incumbent
Adviser of the Philppine-American Friendship Committee, Inc. and the Philippine Centennial Celebration
Society of New Jersey,  tasked of organizing the highly successful parade and annual picnic attended not only
by local Filipino residents but as well as the State’s Governor, City and County Officials from the State of New
Jersey.

Baby’s husband,  Ernesto Manuel, a well-known and successful businessman in New Jersey  is  a 1995
TOFA  awardee and distinguished himself as a highly achiever Filipino-American community leader.(NM)
