Carmen Baquiran Flores
Jersey City, New Jersey
A very active community leader, Carmen Baquiran Flores is currently
the President of the Federation of Philippine Societies in New
Jersey, Inc., an umbrella organization for about forty-five (45) Filipino
American associations in New Jersey. Regarding her profession,
Carmen recently opened a fully loaded skin care facility- "CARMEN
Salon & Spa"- in Jersey City. Before establishing her salon
business, Carmen worked  for twenty years and rose from the ranks
at Carpenter Bennett & Morissey, one of the ten largest law firms in
New Jersey. Her last position in this company was Accounting and
Data Processing Manager. Carmen was also a Skin Care Instructor
at Christine Valmy International School New York. On a part-time
basis, Carmen is an Associate Realtor with Racelis Realty in
Jersey City. Prior to migrating to the United States in 1974, she had
worked as a Management Analyst with the Plans and Management
Division, Directorate for Supply and Services, Department of
National Defense, Philippines.

In 2001, Carmen was the Overall Chairperson of the
Philippine-American Friendship Committee, Inc., (PAFCOM). For the
last eleven years, PAFCOM has held a colorful parade and festival
annually in Jersey City every month of June. This celebration
commemorates the special bond between Filipinos and Americans.
During her administration last year, Carmen was instrumental in expanding PAFCOM's activities to include
Community Development projects. In the years ahead, PAFCOM will provide programs and services such as
substance abuse prevention, housing for seniors, day care, and youth services, to name a few. Because it is
a publicly supported organization, PAFCOM intends to provide more services to the youth, seniors, the
disadvantaged and the under serve portion of its community. Very recently, PAFCOM was awarded a $23,000
CDBG grant from the Division of Community Development to launch a substance abuse prevention program.

In February 2000, former New Jersey Governor Christine Todd Whitman appointed Carmen as member of the
Ethnic Advisory Council. Her main functions included establishing a closer working relationship between the
Office of the Governor and the Filipino Community, creating awareness of the needs and concerns of the
Filipino community in the State of New Jersey and bringing them to the attention of the Governor. She was
also responsible for promoting the Philippine culture and heritage in different local and state official functions.
She served as a liaison in various ethnic functions where the Governor was not available.

In November 2001, Jersey City Mayor Glen Cunningham appointed Carmen Flores as Commissioner to the
Rent Leveling Board. She joined the growing number of Filipinos working for the Jersey City municipal office.
Last January 18, 2002, she was sworn into office by the Mayor himself at City Hall, which was witnessed by
relatives, friends and Filipinos working for the City. In  his congratulatory remarks, Mayor Cunningham stated
that with her qualifications and capabilities, Carmen will definitely be an asset to his administration. Carmen
also serve in Mayor Cunningham's Action Committee and in the Jersey City Municipal Alliance Department, in
charge of substance  abuse prevention in the City.

Carmen is also an associate member of the HIV/AIDS Planning Council in Hudson County, a
volunteer/contributor to the International Institute of New Jersey (A United Way Agency), and a supporter of the
Filipino-American Veterans' issues. She is a graduate of Far Eastern University, located in Manila,
Philippines, with a Bachelor of Arts degree in English and Management. Carmen received an Associates
degree in Accounting at Drake College,  located in Jersey City, NJ. A native of Jones, Isabela, Philippines,
Carmen is married to Mario G. Flores from San Fernando, La Union. By profession, Mario is a mechanical
engineer and works for Kvaerner Process Engineering Company as its Senior Piping Designer. They are
blessed with two children, Christopher, presently working as a Broker with TD Waterhouse, and Rosemarie, a
senior college student, majoring in Music Business at New Jersey City University. #
