In the world of lionism,  Elma have excelled and had proven her
worthiness to the Lions Club International motto “WE SERVE”.  Her
commitment and dedication to served the lions as well as the
community paved the way for various recognition and awards.  She
was voted district governor for district 4-C4 in 2000-2001.  She was
the first woman elected to such position.  Together with her
husband Rudy Loredo who was also elected as governor in 1995-
1996,  they were the first couple to serve in this office and very proud
as Filipinos.

As district governor, she adhere to her slogan  “The Future is now...
Let’s make a difference”.  Her awareness and innovation to the
needs of the community earned her the most prestigious award in
the Multiple District level the “Pinnacle Award.”

Elma was born and raised in Vicmico,  Victorias, Negros
Occidental.  She was the eldest of the eight children of Dionisio
Salcedo and Purification Bayona Salcedo.  Started her Primary
education at Vicmico Elementary and her high school education at
Victorias Provincial High School.  She was accepted at University of
the Philippines, Diliman, Q.C. without taking entrance examination.
She transferred to Far Eastern University and worked part time at
her paternal grandparents company that paved way on her scholarship.  Her determination to pursue her
college career enable her to earn a Bachelors degree in Commerce.  Started working full time after college  
graduation with different companies and worked her way up for advancement. Took and passed the CPA
examination in 1966 while working with Barretto Hernandez lighter age where she also met Rudy through
business relation which wind-up in a court case since he was suing Elma’s company due to lighter age
negligence.  Elma on the other hand, as an accountant of the company was requested by the owner to assist
in the documentation.  In short they won the case against Rudy’s Company but lost Elma to Rudy’s love.  So
they got married after a whirlwind romance in 1967.

In 1972 they activated their professional visa petition right after the martial law and left for United States on
March 3, 1973.  Their intended destination was New Jersey where Elma’s cousin reside.  They passed by
San Francisco for stop over to visit some friends and relatives and they decided instead to try their luck in the
beautiful city of San Francisco.        

Roughed as it was when you are a newcomer because every time you applied for a  position, they would be
asking for local experience, finally Elma landed a job at Zenith Appliances Corporation but stayed for less
than a year due to an interview with the City and County of San Francisco,  Airport Commission.  Her record
was impeccable that when she was promoted for higher position,  the head of the department worked
through the City & County to upgrade her worked to senior position just for her not to leave airport commission
but she did transfer to Social Services department where she was recognized for her dedication to her work.  
A co-worker who noticed this attitude introduced Elma to a friend, Robert Mann who owns a CPA firm.  An
interview was called and Elma accepted the offer keeping in mind to pursue her profession as a certified
public accountant which she realized after her certificate and license to practice in this profession in June
1983.

While her profession is doing well, she is also very much involved in lionism due to Rudy who joined in 1975
the Fil-Am Lions Club of San Francisco, the first Filipino Lions Club organized in United States and Canada.  
At that time Lions are only for men and their wives just assist them on every project they were involved in.

Elma joined the San Francisco Fil-Am Lions Club in 1987 when Lions Clubs International formally accepted
women into the global organization.  After serving at various level of responsibilities,  she was elected
president of the club for 1993-1994.  She received both the 100% Secretary and President’s award.  She is a
charter member of the South San Francisco Golden Gate Lions club which she co-organized and charters in
1994.  The Club honored her and was awarded the Lion of the year for 1995-1996.

Elma has 13 years of perfect attendance in the Lions organization and is  a life member of Lions Eye
Foundation,  Canine companions and Melvin Jones Fellow.  Other service and accomplishment includes
certified guiding lions; member of MD-4 Train the Trainer Program;  Committee member in the 1995
celebration of the 50th Anniversary of Lions Clubs International with the United Nations.  She has attended (8)
International conventions  including this  coming July 2002 at Osaka, Japan; (15) MD-4 Convention and (1)
USA/Canada Forum.  Both Rudy and Elma are well traveled either with conventions or invitation from various
acquaintances in the organization.

She has served as the District chair of the Leo club and Youth Activities for three consecutive years.  
Appointed Zone chair in 1997-1998 and Region chair in 1998-2001.  Served as sitting Vice District Governor
in 1999-2000 and District Governor for the Multiple District Four,  Budget  and Auditing Committee.  The
couple are very active in sponsoring and housing the Youth Exchange from Japan, Australia and Europe.

Elma is the recipient of various awards and recognitions such as International Leadership medal from
International President Dr. William Wunder;  Leo Extension Award; membership extension award; a Key
Membership award for sponsoring 10 new members;  City of Hope Award as District Chair 1997-1998;  Lions
Youth Outreach’s New Horizon Award from International president K.J.. Habanananda from Thailand; and
District 4-C4 Lion of the Year Award for both Rudy and Elma in 1998-1999.

At the time she was serving as Vice District  Governor,  Elma was elected charter president of the newly
organized Victorias Association of Northern California.

Through her leadership within her two years term,  they were able to accomplish various projects toward the
betterment of the Victorias community.  Among them was a donation of 10 units electric ceiling fan and two
units of air condition towards the Kaayong Lawas Health Clinic in Victorias; Repair of the Church at town
proper; feeding the children and also assistance to Senior Citizen as well as Scholarship program.

In spite of their hectic schedules,  Rudy and Elma are also involved as Eucharist Ministers in their community
church, the St. Callistus, where they reside at 2288 Bristlecone Drive, El Sobrante, California.  Not the least  
they were later joined by their daughter Ann Meryl who just recently got married.  To date their involvement in
the community  never diminished. #
