Rizalino "Riz" Oades was born in Lumban, Laguna Province and
raised in Pasay City, Philippines. The eldest son of Lorenzo and
Beatriz Oades, he finished his high school education at the Jose
Abad High School (Arellano University) in Pasay City as
salutatorian. He obtained his Bachelor of Arts in History (magna
cum laude) from the Far Eastern University (FEU) in Manila, MA in
Asian History from the University of Hongkong, and PhD in East
and Southeast Asian History from the University of Hawai. He did
postgraduate study at New York's Cornell University on a
Fulbright/Smith-Mundt scholarship grant.
While a student, Dr. Oades began to focus on graduating at the
top of his class which shortly led to a university lectureship
appointment. He won the best fellowships and scholarships open
to Filipinos for study abroad. He first came to the United States in
August 1961 to study at the Cornell University as a Fulbright
scholar. His second arrival here was in the summer of 1966 when
he came as a PhD candidate at the University of Hawaii (UH). He
applied for immigrant status in 1967 in Honolulu, Hawaii.
In 1954-1961, Dr. Oades was Head and Statistician at the Medical
Records Department of the Far Eastern University Hospital in

Manila, Philippines. And from 1958-1965, he was a lecturer of the History Department also at FEU. He was
the Coordinator/Lecturer of the Asia/America Program of the Peace Corps in Hawaii in 1967. He held the
position of Lecturer at the College of Extended Studies at the University of Hawaii from 1967-1969. And since
1969 up to the present, he is the President and the CEO of the Kalusugan Community Services.
Dr. Oades was a British Council Southeast Asian Fellow and US Asia Foundation grantee at the University of
Hongkong from 1959 to 1961, and was a Fulbright scholar at Cornell University in Ithaca, New York. He got
the Leadership Award from the Philippine-American Community Association of San Diego, California in 1989,
and was given the Media Award in Journalism by the National Conference of Christians and Jews (NCCJ) in
1992. In 1993, he received the Outstanding Community Award from the Filipino-Americian Lawyers of San
Diego. He garnered the Congressional Award for community service from Congressmen Bob Filner and
Randy "Duke" Cunningham of San Diego. Dr. Oades was a Faculty Honoree at the San Diego State University
Mortar Board Chapter in 1995. He also got the Outstanding Community Service Award from the Council of
Philippine- Americian Associations (COPAO) in San Diego, as well as the one from the Scottish Rite of Valley
Masonic Lodge. He was cited as one of the 150 notable Filipino Americans in Velty Bautista's book, Filipino
Americans. The Town and Cities International Magazine in Manila, Philippines awarded him the Outstanding
Academic and Public Services Award in 1998. And in 2002, he was cited as one of the 20 Outstandng Filipino
Americans of the Year by Fil-Am Image.

San Diego, 1998 and 1999.
Dr. Oades also has several workshop and conference presentations. In April 5, 1995 at the SDSU Workshop,
he presented themes on "Violence, Gangs, and Teen Suicides", and on May 10, 1995 he dealt with "Filipino
Americans: Cultural Values Across Generations," at the CAL Fil-Am Planning Committee Workshop. At the
Annual Public Health Association (APHA) Annual Conference Presentation at San Francisco in Oct. 1995, he
spoke on "Coalition Building n the Fil-Am Community," as well as "Kabataang Filipino: Youth Gang Violence
Intervention Program."
Dr. Oades is a well-respected educator and tenacious civic leader. He is an outspoken critic of
Filipino-American politics and an advocate for much-needed community projects and programs in San Diego,
addressing such issues as affirmative action, youth gang violence, teen suicide, substance abuse,
high-school dropout and higher education.
For the past several years, Dr. Oades has been supportive of Filipino student organizations and programs,
especially SDSU's AB Samahan's sports events, cultural nights, and annual high school conferences.
Off-campus and through community-based organizations, he has pioneered ongoing Tagalog and
Philippine History classes, and administered funded projects that address the social, mental health
problems of Filipino youth and elderly. #
