Jose B. Cruz, Jr. is a distinguished professor of Engineering and
Electrical and Computer Engineering at the Ohio State University
(OSY). He received his B.S. degree, summa cum laude from the
University of the Philippines (UP), the S.M. degree from the
Massachusetts Institute of Technology (MIT), and the Pd.D.
degree from the University of Illinois (UIUC), all in electrical
engineering. Previously, he served as Dean of the College of
Engineering at OSU, Professor of Electrical and Computer
Engineering at the University of California in Irvine (UCI), and at
UIUC. He was a Visiting Professor at MIT and Harvard University
and Visiting Associate Professor at the University of California,
Berkeley. He served as Instructor at UP, and Research Assistant
at MIT.
Dr. Cruz was elected as a member of the National Academy of
Engineering (NAE) in 1980, and a corresponding member of the
National Academy of Science and Technology (NAST, Philippines)
in 2003. He is a Fellow, Institute of Electrical and Electronics
Engineers (IEEE); Recipient, Curtis W. McGraw Research Award
of the American Society for Engineering Education (ASEE), 1972;
Recipient, Halliburton Engineering Education Leadership Award,
1981; Recipient, IEEE Centennial Medal, 1984; Recipient, IEEE

Centennial Medal, 1984; Recipient, IEEE Richard M. Emberson Award, 1989; Fellow, American Association for
the Advancement of Science (AAAS) elected 1989; Recipient, ASEE Centennial Medal, 1993; Recipient,
Richard E. Bellman Control Heritage Award, American Automatic Control Council (AACC), 1994; and Fellow,
ASEE 2004.

Dr. Cruz is listed in Who’s Who in Engineering, Who’s Who in Science and Engineering, Who’s Who in

Who in Frontiers of Science and Technology, Who’s Who in Society, Who’s Who in the Midwest.
Dr. Cruz served as a member of the Board of Examiners for Professional Engineers for the State of Illinois,
1984-1986. He is a Licensed Professional Engineer in the States of Ohio and Illinois.
Dr. Cruz is the author or co-author of six books, 23 chapters in research books, and more than 200 articles in
research journals and refereed conference proceedings. He served on various professional society boards
and editorial boards, and he served as an officer of professional societies, including IEEE (more than
350,000 members world-wide) wherein he is a member of the Board of Directors from 1980-1985, Vice
President for Technical Activities in 1982 and 1983, and Vice President for Publication Activities in 1984 and
1985. Currently, he serves as Chair of the Engineering Section of the American Association for the
Advancement of Science (AAAS).
Dr. Cruz has extensive experience in sensitivity analysis, the development and applications of multi-agent
optimization of complex systems, cooperative control, tracking, team dynamics and tactics, strategies for
counteraction of intelligent adversarial actions, and the application of game-theoretic strategies to electric
power systems. At the Ohio State University, he is a senior faculty investigator in the Collaborative Center for
Control Science (CCCS), supported by the Air Force Research Laboratory. Dr. Cruz served as member of the
Project Advisory Group (5 members) for the World Bank project of the Department of Science and Technology,
Engineering and Science Education Project, for improving engineering education in 19 universities of the
Philippines, in 1993-1998. #
