I am deeply touched by the honor bestowed upon me on this night
of the twelfth annual testimonial dinner. I am humbled to be
included in this chosen group of honorable men and women,
past and present, who have made us all proud Filipinos. I have to
thank the Fil-Am Image for making this evening happen.
How did I reach this milestone? I sincerely believe that my family,
my colleagues, the role models in the community, my teachers
and mentors who encouraged and supported my growth and
development, led to this evening’s event. I hope I have in my own
way honored them by making the most of what advantages I
received from their generosity I have endeavored to give back to
my family, my friends, and my community my time and God-given
talents when each opportunity arose.
I was born the middle child to a typical hardworking, caring and
involved parents. My mother (Elvira Lazon Racimo) was a firm
believer that women should be educated to reach their God-given
potential. She used to admonish my two other sisters and me
that we should finish college so we did not have to get married in
order for someone to support us. My three brothers, according to
her, could be stevedores at the wharf if necessary to support

themselves, but we sisters could not. My mother had degrees in Bachelor of Science in Education and
Bachelor of Science in Home Economics and a Masters in Public Administration. My father (Eulogio
Estampador, Sr.) was a quiet, gentle presence who graduated with a degree of Bachelor of Science, and a
Master of Science. He was in the list of “Who is Who in Zoology” and taught that subject at the University of the
Philippines. He always told us that we should listen and learn from all, no matter what their status in life. He
would make us read anything and everything worthwhile, and would bring us to the library every Saturday. My
parents believed in the Almighty and always reminded us to thank God for all His blessings.
I fondly remember all my teachers at the Colegio de las Hijas de Jesus in Iloilo City, Philippines who labored
unselfishly so I could excel. They had high expectations from me and I flourished. My Elementary and High
School education was a rigorous program but with my teachers’ constant encouragement I graduated at the
top of my class. I would not bear to disappoint my parents and my teachers.
I went to the University of the Philippines for my undergraduate and medical educations. The university
offered the best and the most dedicated faculty in the land. As a result, I was blessed to be the recipient of an
outstanding medical education. I came to the United States and trained in the field of Pediatrics, with special
interests in Developmental Disabilities (Learning Disabilities and Attention Deficit Hyperactivity Disorder, etc.),
and in the field of Child Maltreatment. I have been in private practice, and in Academic Medicine and now I am
in public health. I am the Medical Advisor to the Montgomery County, Maryland Public Schools with a
population of 139,000 students. I am a physician for the Child Protection Services for Montgomery County with
a population of 900,000 plus. I am certified by the Circuit and Juvenile Courts as an expert witness in the field
of Child Abuse (Physical/Sexual/Neglect). I testify in the courts of other counties in Maryland, and also in other
states.
My professional activities include membership with the Montgomery County Medical Society; the Committee
on Child Maltreatment of the American Academy of Pediatrics, Maryland Chapter; the Medical Advisory
Committee to the Board of Education of Montgomery County; and the Montgomery County Child Fatality
Review Team. I am a Board member of the American Professional Society on the Abuse of Children,
Maryland Chapter, and the Maryland State Child Fatality Advisory Board, appointed by the Governor of
Maryland, per recommendation of the American Academy of Pediatrics. I was recently appointed by Cardubak
Theodore McCarrick to the Child Protection Board of the Archdiocese of Washington. Last but not the least I
was elected as the National President of the University of the Philippines Medical Society in America with a
membership of 2,300 and thirteen chapters nationwide.
Several awards I have received include commendations from the State’s Attorneys Office, Montgomery County,
Maryland; School Health Services of Montgomery County, Maryland; the Child Welfare Services of Montgomery
County, Maryland and the Professional Community Award in the field of Child Abuse by the Maryland Governor’
s Council on Child Abuse.
My professional endeavors have all been rewarding, however my husband, Dr. Diosdado E. Ulep and my
children (Lei Ann, Lisa, Paul, Austin and Stephen), my son-in-law (Gregory Gleaves) and my daughter-in-law
(Kate Matuluwicz) are still the best part of my wonderful sojourn thru the years.
Whatever the future may bring I will accept new challenges with enthusiasm and I will strive to serve the
needs of others with a joyful spirit.
