Arsenio R. Martin Port Neches, Texas “A Filipino spearheader and unequaled leader”

Born and raised in Cabatuan, Isabela where he finished
high school in 1959, Arsenio Respicio Martin, fondly
called “Sen” by friends relocated to Manila to pursue and
successfully completed his dream to be a physician.
Acquiring his medical degree from one of Manila’s
premier schools, Far Eastern University, Dr. Martin a year
after receiving his medical degree from FEU, came to the
United States in 1968 for further medical education and
training.
A practicing Pulmonary and Critical Care Specialist in Port
Arthur, Texas, Dr. Arsenio Martin reached the goal tha t
many Philippine educated graduates of universities and
colleges aspire for and dream of: to accomplish
noterworthy deeds in the name and on behalf of the
school one attended. Sen realized this dream. In 1992, he
was accorded by his alma mater, FEU, the “Most
Outstanding Alumni - FEU DNRSM Alumni Foundation.” In
addition to the FEU’s accolade, the most prestigious and
influential Filipino group of physicians, the Association of

Philippine Physicians in America (APPA) honored one of their peers, Dr. Sen Martin of Texas by
awarding him the much-coveted honor among Filipino physicians, the award “Most Outstanding
Alumni by the Association of Philippine Physician in America (APPA).” Sen is currently the President of
the FEU Dr. Nicanor Reyes School of Medicine Alumni Foundation (FEU DNRSM AF).
Dr. Arseni R. Martin, indeed, accomplished so many admirable achievements for the mainstream as
well as the Filipino communities. He and his charming wife, the former Fe Mercado of Taguig, Rizal,
also a physician, have always been available to assist their fellowmen. In 2005, during the havocs
brought by the disastrous typhoons Hurricane Katrina followed by Rita, both husband and wife, Sen
and Fe, were physically involved in assisting thousands of those unfortunate victims of the typhoons.
During the eve of Hurricane Rita, Fe and Sen were the only physicians in the airports brave enough to
provide medical assistance and help to hundreds or thousands of patients evacuate to othe cities.
Sen and his wife, Fe, have always been in the forefront in providing assistance to the unfortunate,
more specially in the Philippines. Almost singlehandedly, they were able to gather and shipped to the
Philippines more than one million dolars worth of medicines and supplies for Sen’s vaious medical
missions. The medicines and supplies were distributed to three hospitals in the Philippines in Vigan,
Ilocos Sur and Metro Manila. “For the last six years, I have been doing medical missions once or twice
a year including mission at the Texas Village of ANCOP/Gawad Kalinga,”explained Dr. Martin. In
nearby Port Arthur, Texas, many Filipino working as seamen get sick and stranded in the hospital
while in the port. “We provided housing for seamen we never even meet before. One for five months
with cancer and another for a couple of months until they were stable to go back to the Philippines.
“Sen has been a dedicated and sincere achiever and has always been ready to assist his fellomen,”
narrated by a friend from APPA. “He is a great achiever and a positive Filipino highlighter. Truly a
deserving member of the elite “Circle of Leaders” group.”
In 2004, Philippine President Gloria Macapagal bestowed Sen the “LINKPIL Presidential Award” as
one of the outstanding Filipinos overseas. Prior to that year, Sen received his collegues’ accolade,
“Presidential Humanitarian Award by the American College of Chest Phyisican.” In the same year,
Sen was awarded the “Congressional Citation by Philippine Congress for Humanitarian Service.” In
2000, the Filipinos in Texas honored Sen as “One of the Outstanding Filipino in Texas by FACOSR (
Filipino American Council of South Texas).
In his medical field endeavor, Sen undoubtedly achieved, with flying colors, the medical educations
and training he aimed for. Among others, Sen achieved Fellowof the American College of Chest
Physicians; Diplomate of the American Board of Internal Medicine; Board Certified: American Board of
Internal Medicine; and, Board Certified: Pulmonary Disease. He is a Licensure, a medical license to
practice medicine in two major states: the State of Texas and in the State of Illinois.

Currently owning his own medical practice as a Pulmonary and Critical Care Specialist, Dr. Sen
Martin is the Attending Physician at Christus South East East Texas Hospitals - the St. Mary and St.
Elizabeth Hospitals, and The Medical Center of South east Texas.He is the Medical Director of two
hospitals: the Dubuis Hospital in Port Arthur, Texas and the Respiratory Department of Christus St.
Mary Hospital. He is the Treasurer of St. Mary Foundation and Children’s Miracle Network of South
East Texas. Active in volunter works, Sen is the past president of Texas Association of Philippine
Physicians and is the Medical Director of the Filipino Disaster Relief of Texas.
Sen is fun of running as an exercise. He ran the 15 Marathons (26.2 miles) including three Boston
Marathons with personal best of 3:10 ) 3 hours and 10 minutes. In 1994, as a community town hero,
he gained the distnction and was designated to the honor to carry the ceremonial Olympic Torch.
