Arlie Ricasa was first elected to the Sweetwater
Union High School District (SUHSD) Board of
Trustees in 1998 by defeating a seven-term
incumbent. She was re-elected to a second term in
2002. Arlie Ricasa has the distinction as being the
highest-ranking Filipino American elected official in
San Diego County. As former President and current
Vice President of SUHSD School Board, Arlie makes
public policy for the largest secondary school system
in California, a district with nearly 42,000 students,
5,400 employees and a $324 million budget.
In her elections, Arlie received endorsements from
numerous elected officials including members of
Congress, State Senate, State Assembly, County
Board of Supervisors, City Councils and School
Boards. Arlie was also endorsed by the San Diego
County Democratic Party, San Diego-Imperial Valley
Labor Council, Sweetwater Educators Association,
various small businesses and unions. She served
as a Gore delegate at the 2000 Democratic National
Convention.

As School Board Member, Arlie has provided leadership to improve academic achievement, increase
access to colleges and universities, and expedite the modernization of schools. Since Arlie had taken
office in 1998, SUHSD has earned “Distinguished Schools” awards increasing the number of district
schools to 15 that have received this honor. In addition, schools that have received “Golden Bell”
awards have increased from 7 to 20 schools. The District’s “Compact for Success” program,
implemented in 2000, has admitted 1,232 graduating seniors to San Diego State University, an
increase of 76% from when the Compact began. SUHSD was awarded $3.1 million, the largest award
given to a school district this year, to improve student preparation and access to college. Schools from
SUHSD have won the Academic Decathlon in San Diego County eight consecutive years. Modernization
of schools that were scheduled for completion in 2018 is 11 years ahead of schedule.
Arlie’s professional experience has been and continues to be in the field of education. She currently
serves as the Director of Student Development at Southwestern Community College. She has worked
as a professor and academic counselor for Southwestern College and an academic counselor for
SUHSD. A product of local and SUHSD schools, Arlie earned her Masters in Science degree at San
Diego State University and Bachelor’s of Arts degree at UCLA. She is a member of the Phi Kappa Phi
Honor Society.
Arlie is a member of the Board of Directors for the South Bay Family YMCA, Chula Vista Police Activities
League, MAAC Project of San Diego County and UCLA Pilipino Alumni Association. She served as past-
President of the San Diego County School Boards Association, Chairperson for the South County Joint
Trustees School Board and is a member of the San Diego Asian Pacific Islander Alliance, Filipino
American Educators Association of San Diego County, and California School Boards Association.
Arlie received awards and recognition from various groups that ranged from a chamber of commerce to
a national publication. A few honors included “Outstanding Professional of the Year”, “Distinguished
Alumnus of the Year” and “Who’s Who Among America’s Teachers”.
Arlie credits her passion for education and her values of hard work and community service to her late
parents, Antonia and Narciso Ricasa. Her mother and father immigrated to the United States in the
1950’s from the Philippines. Her father, a former U.S. Navy man, and her mother, a former educator
and homemaker, were active civic leaders in the South Bay and San Diego communities.
Born, raised, educated and employed in the communities she represents, Arlie has life-long roots that
have provided her lasting community relationships and “home grown” perspectives. Arlie resides in
Bonita with her husband, Ed, and their five children.
