Mrs. Felicidad Rosales-Cariño was born and raised in
Bucay, Abra, Philippines..  Raised by exemplary
educators, it is little wonder that she came to be a
teacher.  Her father, Mrs. Felicisimo Rosales, Sr., retired
as the Public School Supervisor in the Division of Abra.  
Her mother, Mrs. Caridad Bringas Rosales, retired as a
Public School Principal, also in the same division.  At an
early age, Mrs. Cariño displayed a propensity for singing
and acting, skills that continue to serve er well today.  She
graduated with honors in elementary.  In high school, she
was signled out to compete in declamation and signing
contests during the Abra Interprovincial meets.  Her
prowess also extended to track and field events.  She left
for Manila to complete her high school at the Far Eastern
University, Girls High School Department.

Coming from a musically inclined and civic-minded
family, she began performing in a variety of roles after
high school. She was customarily asked to sing at social
functions at the MLQ Educational Institution where she
completed her Pre-Law years.  Well known with the faculty
and student body, she became President of the Arts Ladies Club, an association exclusive to Pre-Law
students.  She was also heavily involved in women’s causes, helping fundraising ventures and other
activities that promoted women’s rights.  Now deeply involved in school politics, she relished
debating against opposing teams during her Law Proper years.  Offered a teaching job at the
University of Manila, High School Department after her 3rd year Law Proper delayed and eventually
ended her quest for a law career.  Thinking of completing her 4th year Law Proper was forever
abandoned to her eventual migration to Canada.

Mrs. Cariño is the eldest of five children.  Her 2 sisters and 2 brothers are in Calgary, Alberta.  Her
father, now deceased and her mother, now 90 years old, is also in Calgary.  Her marriage to the late
Dr. Jaime Bello Cariño, was blessed with their only daughter, Joy Rosales Carrasco (a McGill
education student) and a granddaughter, Karisa (Grade 7 at Emmanuel Christian School in Pointe
Claire, Quebec).  Her first year in Canada (teaching Junior and Senior High School students in math,
Science, and Gym at the St. Paul separate School) tested her mettle no end.  But coping skills were
that she had plenty of.  It also during these times when she gathered Filipinos in the area and formed
the Filipino Association of St. Paul; where she became the Secretary. At the same time, she also
founded the “St. Paul Filipino Times” and served as the Publisher/Editor.  Meeting Filipinos in
Edmonton, she agreed to form the Cultural Club of Edmonton.  From Alberta, she transferred to
Quebec and taught for a year at La Tuque Indian School in La Tuque.  After a year’s stint, she moved
to Montreal where she taught and served as Special Education Specialist at Kateri Indian School for
12 years.  It was during her teaching years at Kateri School that she completed her Master of
Education degree in Special Education in 1972.  She also pursued Graduate programs in
Administration and in Reading, with 3 courses short of completion.  In the meantime, she became a
leader par excellence dominating the local political scene for almost 20 years.  Different associations
vied for her leadership, attention, and service.  The mere mention of her name in an association
would attract membership.  She is at ease with fundraising activities for worthy causes.  She held title
to many positions in many associations: Secretary of Filipino-Canadian Association of West Island
(FCAWI) in 1984; Director of Philippine Folk Arts Society of Quebec (PFASQ), 1985-86; Vice-Chairman
of Philippine Benevolent & Scholarship Society of Quebec (PBSSQ), 1985-86; Co-Founder and First
president of the Filipino Canadian Friendship of Quebec (FCFSQ), 1985-87; President of the
Federation of Filipino-Canadian Association of Quebec (FFCAQ), 1996-98, Member of the Abrenian
Club of Quebec (ACQ), 1998; Member of the Annac Ti Ilocos of Quebec (ATIQ), 1998; Co-Founder &
Director of the La Liga of Rizal Quebec (LLRQ), 1998; Member of the Filipino Association of Montreal
and Suburbs (FAMAS) since 1980; Member of the Canadian Association of People Helping People
form the Philippines (CAPHPP), and member of the Circle of Friendly Filipinos in Quebec since 1990.

Mrs. Carino is a multi-awarded community activist and a top-notch educator. She is an expert in
dealing with children with learning disabilities and behavioral problem. One only has to meet the
parents of these children to see how much Mrs. Carino is valued and appreciate. These children have
found solace and success under Mrs. Carino’s effective educational supervision.

She was awarded the Appreciation Award for Dedicated Service and the Service Award for Education
from the Protestant School Board of Chateauguay Valley. She also holds a Teacher’s Award fro the
Quebec Association of Filipino Canadian Teachers. She was handed the McGill University
Recognition at the World Conference on the Gifted held in Manila, Philippines in 1971.

With her dedication in preserving the Filipino heritage and developing well- educated individuals, Mrs.
Carino truly deserves all the recognition that is due her.  #
