These are two (2) quotes that guide and inspire
Norma Barroga as she fulfills her responsibilities as a
mother, citizen, school administrator, and community
leader. She is currently the interim principal at Henry
Perrine Baldwin High School. She also serves as the
School Renewal Specialist for the Baldwin Complex
Learning Support Center that includes H.P. Baldwin
High School, Iao School, Waihee Elementary School,
Wailuku Elementary School, and Maui Community
School for Adults.
The following are her past work experiences: 1999-2001: School Renewal Specialist for King Kekaulike
Complex Learning Center; 1995-1999: Principal for Lanai High and Elementary School; 1993-1995:
Vice Principal at Kihei Elementary School; 1992-1993: Cohort Vice Principal at Maui High School; 1988-
1992: Maui District Resource Teacher for the ESLL Program; 1982-1985: Teacher at H.P. Baldwin High
School; 1981-1982: Educational Assistant at Puunene School. She also served on contract as
Psychological Examiner for the Maui Distrcit Child Study (1980-1993).
Prior to immigrating to Maui, Hawaii in 1980, Norma Barroga served as the Senior Psychologist for the
Department of Education in Manila, Philippines (1978-1980). She also worked for the Probation
Administration, Department of Justice and National Police Commission as Clinical Psychologist (1076-
1978), and Psychologist for the Department of Social Services and Development (1974-1976). In
addition, she was a part-time college instructor at the Philippine College of Criminology from 1976-
1980.
Norma Barroga is a high achiever and believes in lifelong learning. She received the following college
degrees: Masters in Education major in Educational Administration from the University of Hawaii at
Manoa (1992); Professional Diploma in Secondary Social Studies from the University of Hawaii at
Manao (1985); Master of Arts major in Clinical Psychology (1980); bachelor of Arts major in Psychology
(1974). She also has completed the academic course requirements for a PhD in Higher Education.
Norma continues to attend workshops, seminars, and training institutes in the area of school
leadership, curriculum, assessment, instruction, and school improvement process.
Even when faced with very hectic schedule, Norma is able to balance her timem between work and
fulfilling her responsibilities as wife to Felipe Barroga, Jr. and mother to three (3) children: Felipe III (25),
Claire Lokelani (16), and Christine Noelani (14).
Mrs. Barroga’s life revolves around work, home, and community service. She spends countless hours
of community service as she actively involved as the current president of Binhi at Ani a 501c3 non-profit
organization that manages the Maui Filipino Community Center. She is also the immediate past
president of the Maui Filipino Community Council which is the umbrella organization that coordinates
all 63 Filipino oriented unit organizations in the Island of Maui, Hawaii. Other community services
include serving as president for the Maui Council of Filipino Catholic Clubs, Advisor for the Kahului
Filipino Community Association, former advisor for the Filipino Club at H.P. Baldwin High School and
served as Commissioner for the Maui Planning Commission.
The perpetuation of the Filipino culture is very important to Mrs. Barroga and she is visibly active as she
promoted her Filipino culture and heritage through the Annual binhi at Ani Barrio Fiesta Celebration.
She is a member of the Bailes de Pilipinas Dance Group that performs Filipino fold dances in various
events and functions in the community. She also serves as a resource person in presenting topics
about the Filipino culture.
Mrs. barroga was also instrumental in providing the leadership as the former president of Maui Filipino
Community Council as the organization sent monetary support to the Philippines. She also supported
the recent Mayor Alan Arakawa’s Goodwill Trip to the Philippines by convincing the Binhi at Ani Board to
provide financial support to Iola Balubar’s Hula Halau as part of the Mayor’s entourage.
Mrs. Barroga is a good role model who exemplifies a dynamic and excellent community leader and who
excels in her chosen career as school administrator in Hawaii Department of Education. She is hightly
serving of the Twenty Outstanding Filipino-Americans Award.
