Awardee from the Philippines:  Angeles City, Pampanga
Dr. Emmanuel Y. Angeles is a lawyer by profession, having obtained
his Bachelor of Laws at the Ateneo and Harvarian Law Schools in
1960 and his Master of Laws and Doctor of Philosophy in Political
Science at the University of Santo Tomas in 1968 and 1971,
respectively.  An educator by vocation, being the second president of
the Angeles University Foundation, and holder of a post-graduate
studies in Educational Management at the Harvard University
Institute of Educational Management, he continues to serve the local,
national and international communities as incumbent President and
Chairman of the Board of the Angeles University Foundation Medical
Center
.
Marcos R. Fojas
Awardee from Europe:  Athens, Greece
MARCOS R. FOJAS, M.D.,F.P.O.S., - Was at the height of his
professional and academic career and had everything that a medical
practitioner could ask for in Manila in the nineteen sixties  – all of
which he had to leave - for Athens – in 1969 - as he had to join his
family and Greek wife – a successful clinician and researcher in
cardiology - who is the only child and whose parents were getting
sickly without anyone to take care of them. It was very difficult in the
beginning as he was the only Filipino in Athens but with his wife
solidly supporting him and his rigid UP-PGH ophthalmological training,
he was able to penetrate and integrate into a tightly knit Greek
society and establish a very lucrative practice to become one of the
top practicing Ophthalmologists in the Athens area.
Laurel G. Yap
Awardee from the United States of America:
Baltimore, Maryland
Dr. Laurel (Larry) G. Yap has been Director of Pediatrics at Harbor
Hospital in Baltimore, Maryland since March 2003. Prior to this, he was
Interim Director of Pediatrics from November 2000 to February 2003.
He has also been Director of Nursery and Staff Neonatologist since
July 1991. He has been an Assistant Professor in the Department of
Pediatrics at University of Maryland Hospital in Baltimore, Maryland
since October 1998 and an Instructor in the Department of Pediatrics
at Johns Hopkins University in Baltimore since 1992. He is Board
Certified in Pediatrics and Board Certified in Neonatal and Perinatal
Medicine by the American Board of Pediatrics.
Herminia P. Festin-Navato
Awardee from the United States of America:
Lexington, Massachusetts
Dr. Herminia P. Festin-Navato , a native of Romblon, Philippines,
finished high school at St. Paul College of Manila and obtained her
medical degree from the University of Sto. Tomas. Now, a retired full
colonel of the US Army, she is the  moderator of the Boston Filipino
Community email group. She is a member of the board of directors of
the  Filipino Association of Greater Boston, the oldest Filipino
organization in the Northeast. She is also one of the secretaries of
the Boston Filipino Apostolate. She is a member of Couples for Christ
and Gawad Kalinga.

Josef (Jojo) Quiroz, C.P.A., is a successful business entrepreneur in
the Midwest. He is a 2nd generation Filipino whose business
enterprises have helped thousands of clients across America achieve

properties. His wealth building companies include a progressive
mortgage company, real estate, property insurance title company, life
and annuities, estate planning and taxation. He has established
offices in: Chicago, Illinois; Atlanta, Georgia; Destin, Winter Haven

Ambassador Albert del Rosario served as the Philippines Ambassador
to the United States for five years, from 2001-2006. In that time, with
his low-key style and calm demeanor, Ambassador del Rosario proved
to be one of the most effective Philippine envoys ever assigned to
Washington, D.C.  One of his secrets of success was that Ambassador
del Rosario brought a private sector work ethic with him to
Washington.  The Ambassador spent a very successful four decades
in business, before signing up to serve Juan de la Cruz in the
American capital.  He used this invaluable private sector experience
as a motor drive for public service when he became the country’s top
diplomat in the United States.

Dr. Napoleon Sim Maminta is a proven leader among leaders;

Bureau of Civil Service examination administered by Dr. Luther B.
Bewley (the last remaining Thomasite and former Secretary of
Education) for a 5-year full scholarship with monthly stipend
sponsored by the China Banking Corporation; graduated from the
University of the Philippines College of Medicine in 1956, licensed in
Missouri, Illinois, and the Philippines.

Awardee from the Philippines:  Baguio City
DR. SAN JOSE, “SJ” as he is fondly called by his peers and
associates, is a Fellow of the Philippine Society of Military Surgeons.
He is also an Associate Fellow of the Philippine Society of Neurological
Surgeons.  
SJ is a leading neurosurgeon of the Cordillera Region, comprising the
City of Baguio where he is permanently based to date, the provinces
of Abra, Apayao, Benguet, Bontoc, Mt. Province, Kalinga and Ifugao;
and Region I covering the provinces of Pangasinan, La Union, Ilocos
Sur and Ilocos Norte; and the cities of Dagupan, San Carlos and
Alaminos in Pangasinan...
Patricio F. Reyes
Awardee from the United States of America:
Phoenix, Arizona
Dr. Patricio F. Reyes, a board certified neurologist and
neuropathologist, recently moved to Phoenix, Arizona to assume
directorship of the Alzheimer’s Disease and Cognitive Disorders
Program at Barrow neurological Institute-St. Joseph Hospital and
Medical Center, voted as 9th best out of 6,012 US hospitals. Before
joining Barrow, he was Professor of Neurology, Pathology and
Psychiatry,  and  Director of the Center for Aging, Alzheimer’s Disease
and Neurodegenerative Disorders at Creighton University School of
Medicine in Omaha, Nebraska.

Lauderdale Lakes, Florida
Dr. Joy Bruce has served the social needs of elders, effectively
bridged the intergenerational gap, addressed multicultural and
multi-ethnic diversity, developed leaders, crossed geographic
boundaries, formed a strong coalition of cultural, business, health,
educational and service organizations in Florida, assisted the
impoverished families in the Philippines, and provided an educational
tool for many students and schools in the Philippines.

Rochester, Minnesota
Atty. Alfonso P. Fallarme was born 15 October 1916 in the bucolic
town of Concepcion, Sibale, Romblon. He left his hometown at the
age of ten, moving almost every school year from province to
province until he graduated from Mindoro High School with honors in
1935. He obtained his AA degree from UP, LLB from MLQU and passed
the bar in 1949 with a average of 88.6% and was the first lawyer of
his town.  He was married for the first time to the twice beauty queen
of Odiongan,  Romblon,  Rosita F.  Fetalver, popularly known as the
Odiongan Rose.  They were blessed with four children:  Hedy, Robert,
Noel and Daisy.

Ceferina Pulgar Ruiz, M.D., Colonel (Ret.) U. S. Army Reserve,
Medical Corps
from 1984 to present, held Commanding Officer billet
with 987th Medical Detachment Unit, U. S. Army Reserve, USARC, San
Diego, California. Currently the Chief of Professional Services - 4211th
U. S. Army Hospital, San Diego, CA. Recently completed an active duty
tour at Fort Jackson, South Carolina. Now holding the rank of Full
Colonel. Retired March 1, 2007 – Thirty years of military service.

CARMELITA SALONGA TAPIA was born in Malolos, Bulacan in
November 28, 1949.  She is the 3rd among 10 children born to
Reynaldo Salonga and Claudia Jacob.

She graduated valedictorian in elementary.  She pursued high school
education at Marcelo H. del Pilar High, now known as Bulacan High.  
She began her university schooling at Lyceum of the Philippines but
graduated in accounting at Polytechnic University of the Philippines.

GERRY M. AUSTRIA, a prominent member of the Filipino Community
in New Jersey,  is a native of San Jose, Batangas. He is married to the
lovely Imelda Endaya Austria, a Registered Nurse at New York
University Medical Center, and blessed with 4 beautiful daughters
namely, Katrina  25,  a 3rd year medical student at Ross University,
Pia 23, was graduated from Rutgers University in 2006, B.S. Biology
and pursuing a Masters degree in Forensic Science at John Jay
College of Criminal Justice in New York City, Lucia 20, a sophomore at
Boston College attending the Carol School of Management, and Laura
13, a 7th grader at Our Lady of Mercy School in Jersey City.

Philip Carreon has carved a path in the course of his Lionistic work
and his community work that one would think he might have gotten
lost somewhere out there.  The observation is obviously wrong, for
through thick and thin, Philip is still working within the world of
Lionism and his community and is able to keep them separate and is
doing well in both areas.
He is a Charter Member of the New York Phil-Am Lions Club.  He has
held various key positions and was the Club President for a two
consecutive terms from 1977-1979 and an additional term during the
year 2006-2007.  He instituted financial planning in order to rid the
club of past debts to the International and the State Lions offices.

As Managing Attorney of the International Law Section of the
Machetta Law Firm in Houston, Texas,
Arlene Machetta provides
policy advice to multinational companies on foreign policies and
regulatory issues.   Ms. Machetta also serves as Chairperson of the
National Federation of Filipino American Associations (NaFFAA)
Southwest Region.
   An ardent advocate of children and women’s
rights, Ms. Machetta was lead attorney of various VAWA pro-bono
cases.   
Arlene Mancheta
Awardee from the United States of America:
Honolulu, Hawaii
Dr. Aida Ramiscal Martin was born in Bacarra, Ilocos Norte and
migrated   to Hawaii on June 2, 1973.  Took   the Philippine Air Lines
on a Fly Now and Pay Later  Plan.  Was a District Guidance
Coordinator for 22 public schools in Bacarra, Ilocos Norte.    Became a
naturalized American citizen in 1978.

Tireless, spirit-filled, generous, hard-working, kind-hearted, unselfish
and very humanitarian in nature, that is,
Marlene Birao- Schachter.
“Life is too short,” is one of Marlene’s points of view. “ If I can give or
share something to others that I have, I will do it now before it is too
Birao-Schachter hails from Bato, Toledo City. She graduated as
valedictorian in high school at the University of the Visayas. She was
a scholar of the Colegio de San Jose- Recoletos, Philippines. At the
same time that she was pursuing a Law degree, she was also
working on her degree in Bachelor of Science in Commerce, major in
Accounting.
Marlene Birao-Schachter

Awardee from the United States of America:
Norfolk, Virginia
An active duty military soldier with the Philippine Constabulary Armed
Forces said goodbye to his family, including a pregnant wife and a
two-year-old son.  It was March 1942, and he was headed for war in
the Philippines. Eventually, he was called to service in Bataan to halt  
invading Japanese forces. During this confllict, over 76,000 brave
Filipino forces finally surrendered to the might of the Imperial Forces
offensive, due to malnutrition and malaria. Unfortunately for his
family, this brave soldier became a casualty of World War II and was
never to return home. His two-year-old son, Romy, would always
hear stories of his brave father but would never really remember him.

Dr. Wilhelmina “Willie” Gardose Camina was born in Tapaz, Capiz,
Philippines; daughter of Calixto Leonor and Roasario Gardose (both
deceased). Married to Nestor Capio Camina. Mother of Kathryn
Josette Narvacan, Jeanne Marie C. Salzman, Nestor Stephen Camina,
Jr. Grandmother of Nicholas, Jared, and Teddy Salzman; mother-in-
law of Eric Salzman and Edgardo Narvacan.
