ALFONSO P. FALLARME
Atty. Alfonso P. Fallarme was born 15 October 1916 in the
bucolic town of Concepcion, Sibale, Romblon. He left his
hometown at the age of ten, moving almost every school
year from province to province until he graduated from
Mindoro High School with honors in 1935. He obtained his
AA degree from UP, LLB from MLQU and passed the bar in
1949 with a average of 88.6% and was the first lawyer of
his town.

He was married for the first time to the twice beauty queen
of Odiongan,  Romblon,  Rosita F.  Fetalver, popularly known
as the Odiongan Rose.  They were blessed with four
children:  Hedy, Robert, Noel and Daisy.
He initiated and financed the establishment of the first Sibale Academy and the Odiongan
College. He was credited for having
successfully annihilated more than 520 Japanese
Imperial Force as CO of the moppig operation group during World War II, and is famously
known as the Hero of the Battle of Agtiwa, San Fernando, Sibuyan Romblon. He organized
the 6MD military intelligence network in Romblon, Mindoro, Marinduque and Masbate under
the late Maj. Enrique L. Jurado.  Having been wounded in combat several times, he has an
array of medals, awards, citations and commendations.

He is the first Asian UN scholar of tariff, customs, and taxation studying and observing in no
less than 39 countries of Asia, Europe, Africa, Australia and the Americas.  Was highly
commended by the British Council for his outstanding contributions on tariff, customs and
taxations.  He represented the Philippines in several international and regional conferences,
conventions and meetings as far as New Zealand and Iceland.  He served as Chairman of
the Asean Customs Experts Group and Customs Study Group under the Office of the
President that initiated the first customs computerization.

Most of his position papers on GATT agreements are now the official positions of the
Philippines.  In fact, upon his completion of his almost one year of UN scholarship  his strong
recommendations for the first Bruzzelization of the Phlippine Tariff  and Customs Code in
Asia, which   was vigorously supported by Congressman Godofredo Romos, Chairman of the
Ways and Means Committee and by Senator Gil Puyat, Chairman, Finance Committee,  led to
the current Tariff and Customs Code of the Philippines.

He is the author of several articles on tariff, customs and taxation which has been published
in the national newspapers and magazines of the Philippines and such is considered an
authority on said subjects.

Retired last October of 1982, after 43 years of honest, faithful and dedicated government
service starting as early as 1935.   He served in some of the most controversial offices such
as the Presidential Anti-Graft Committee (PAGCOM), Presidential Fact Finding Committee
(PFFC), Anti- Smuggling Action Committee (ASAC), Tax and Customs Experts Study Group and
Asean Study Tariff and Custom Group, and topped three government examinatios on Import
Controls, Foreign Trade and Assessment.  

To record the apogee and pinnacle of his life, labor and love he wrote and published a book,
TRIALS TO TRIUMPHS a couple of years ago and plans to put in a time capsule to be located
within the perimeter of the most beautiful municipal building of his beautiful hometown.

For the second time, after being a widower for almost twenty years, he got married again,
this time to pretty Josefina Parfan Laure, an RN in the famous Mayo Clinic and continued to
work as Night Auditor in various hotels ad motels and as Associate of the Census Bureau in
Rochester, MN until he was persuaded by his loving wife and children that after working for
so long for over half a century, it was time to retire, relax and rest in their newly built
multi-level love nest in the suburbs of one of the most beautiful cities of Rochester, MN.

But still healthy, strong and active, he remains socially, politically ad religiously active not
only here but also in his home province, Romblon, specially in his simple but beautiful town of
Sibale, and in fact he organized the first Perez Clan Reunion in El Paso, Texas last year.
