ARLENE MACHETTA
As Managing Attorney of the International Law Section of
the Machetta Law Firm in Houston, Texas,
Arlene Machetta
provides policy advice to multinational companies on foreign
policies and regulatory issues.   Ms. Machetta also serves as
Chairperson of the National Federation of Filipino American
Associations (NaFFAA) Southwest Region.   

An ardent advocate of children and women’s rights, Ms.
Machetta was lead attorney of various VAWA pro-bono
cases.   In 1994, the U.S. Congress enacted the Violence
Against Women Act (VAWA) which contained special
provisions allowing victims of domestic violence, sexual
assault, trafficking, and other crimes to attain legal
immigration status without having to rely on the sponsorship of their abusers. Because of
cultural competence and language barriers, many of these women are afraid to come forward
and report their plight.    Ms. Machetta’s efforts with community organizations and Consulates
provided a vehicle for prompt dissemination in the community so that battered immigrant
women can avail of appropriate resources.  With her advocacy, victims of violence can more
readily step forward and avail themselves of legal means to ensure their safety and well-
being.    

She has also been active in advocating for Veterans’ benefits.  She helped push and pass
various laws and amendments which aim to provide equity for Fil-Am Veterans.  

Her community fervor, however, extends beyond political empowerment and into sustainable
economic empowerment.   She believes in empowering individuals by cultivating their own
unique capacities.  She is a Board member of People Helping People International (PHPI), a
non-governmental organization which aims to contribute to the alleviation of poverty among
the poorest of the poor in the Philippines by encouraging self-reliance.  PHPI’s goal is to uplift
the well-being, dignity, and respect of the poor through economic, medical and educational
programs.   Ms. Machetta and PHPI’s work and projects provide people the tools to harness
their unique human endowments and ultimately to control their own destiny.     These
projects provide people with the capacity to dream again, give individuals a vision of what life
can be for them, and create an environment where children’s hopes and dreams are
respected and nurtured.    Service to the underserved poor communities is at the heart of Ms.
Machetta’s mission.   

Deeply committed to community service,  Ms. Machetta  has actively served on various civic
boards, including the People Helping People International, Mayor’s Advisory Board for
International Affairs and Development for the City of Houston, University of Houston AASC
Advisory Council, Spring Independent School District Business Council, and the Houston Police
Department (CRC), among others.

She earned her Doctor of Jurisprudence degree from the University of Houston in 1995.  Ms.
Machetta is an active member of the International Law and Practice Section of the American
Bar Association.
