CARMELITA S. TAPIA
CARMELITA SALONGA TAPIA was born in Malolos, Bulacan, .  
She is the 3rd among 10 children born to Reynaldo Salonga
and Claudia Jacob.

She graduated valedictorian in elementary.  She pursued high
school education at Marcelo H. del Pilar High, now known as
Bulacan High.  She began her university schooling at Lyceum of
the Philippines but graduated in accounting at Polytechnic
University of the Philippines.

Even in her younger years, she showed great love for writing
prose, poetry, essays, and in later years – movie scriptwriting.  
She used to write for several Philippine publications and won
2nd Place in a Palanca Memorial Award Essay Writing Contest.  
Some of the articles she wrote were published in textbooks
used by Philippine Education system in the 70’s.  During her writing days, she was elected Auditor of
Kapisanan ng mga Skriptrayters ng Pilipinas.  She was also a member of Philippine Movie Press
Club and a member of the Board of Censors for Motion Pictures under Manuel Morato.  

Although she is an accountant, she did not develop fascination for numbers.  She chose instead to be
an Executive Secretary for 20 years, to the Executive Vice-President of the Martel Group of Companies
– companies which included Century Park Sheraton Hotels, Harrison Plaza Shopping Centre, Manila
Interocean Lines, San Luis Mining, Bacolod Reclamation, Filipinas Micro Circuits, among others.

Her job afforded her travel in places in the Philippines including the oil rich and hotly contested
Spratley islands near Palawan

She was one of the finalists in the Secretary of the Year Contest organized by the Philippine
Association of Secretaries in 1987, the board of judges included H.E. Gloria
Arroyo, who then was head of CITEM.   She was Features Editor of the PAS Newsletter until 1988.

Carmelita and husband, Edgardo, with kids, Odessa now 24, and Earl Von, now 23, migrated to
Canada in 1988.  They landed in Calgary, Alberta but decided to move to Vancouver, British Columbia
January 1st 1989.

Initially, Carmelita worked as Executive Assistant to the President of a Steel Sheet Works Fabrication
and Foundry Shop.  Then she incorporated a company that will manufacture replacement parts of the
steel works being fabricated by the Shop.  Odessa Manufacturing was born.  

Odessa Manufacturing has been in existence since 1990.  It is the only manufacturer of Industrial filter
bags for pollution control in Western Canada.  It has 7 full time employees and up to 10 part time on
call workers.


Carmelita is very active in the Vancouver Business Community.  Her affiliations include:

a)        President –  2004 to present
              ASEAN CANADA BUSINESS COUNCIL.  It is the umbrella
              Organization of the ASEAN bilateral such as Philippines Canada
              Trade Council, Malaysia Canada Business Council, Canada Indonesia
              Business Association, Canada Singapore Business Association,
              Thai Association in B. C., Malaysia Singapore Brunei Cultural
              Association, and Vancouver Chinese Vietnamese Business
              Association.  The mandate of the Council is to promote trade and                     
              investments between Canada and ASEAN.

              Under her presidency, she organized the 1st SOUTHEAST ASIA
              CANADA AND BUSINESS FORUM  held in Vancouver in April
              2005 at the Delta Vancouver Airport Hotels with businessmen
              attendees from as far as Cambodia.

              She also organized the 1st ASEAN FESTIVAL of Arts, Business and
              Culture held in New Westminster, B. C. on September 2006.

              She witnessed at the Meeting of Standing Committee on International
              Relations – House of Commons, Ottawa, Canada on February 22,
              2007, about ASEAN.

              She is a member of the committee on Asia Pacific Gateway Initiatives
              Vancouver 2010 Olympics by the Burnaby Board of Trades.

              She represents ASEAN Council in roundtable discussions with the
              ASIA PACIFIC FOUNDATION on ASEAN interests.

              At present, she is organizing an ASEAN  Trade Mission in October       
              2007 to the (Philippines – Mining, Resort Development and Tourism);
               (Malaysia-Medical Tourism); (Indonesia -Training the Trainors.)

b)        President – 2004 – 2006
              PHILIPPINES CANADA TRADE COUNCIL.

              Under her presidency, she organized the 1st Philippines Canada Trade
              Council Trade and Humanitarian Mission to the Philippines in
              October 2003 and audienced with the Philippine President, Gloria
              Arroyo.

              In 2006, under her leadership, during his visit, Vice President Noli De
              Castro was feted with a big welcome event with the great number of
              Filipinos in attendance from as far as Alberta and Seattle.

              She is actively giving lectures and presentations about doing
              Business in the Philippines to several business organizations including
              Asia Pacific Marketing Group which is composed of Engineers
              And entrepreneurs in IT and Power generation.

c)        Under the Science Council of B. C., she joined the Philippine Business Mission
 on Science and Technology.

d)        Carmelita is a member of the New Westminster Chamber of Commerce.  She is  
 an active participant in the committees which hold several multicultural
 activities a year.

e)        Carmelita is a proud member of the Rotary Club of New Westminster.  The club
 Has been very active in sending hospital equipment, books, and other medical
 Help to impoverished countries all over the world.


Carmelita is an astute businesswoman heading the following companies:

a)        Odessa Manufacturing -  Vice-President
                                      (She co-owns the company with husband, Edgardo.)

b)        Candex Trading -      President
                                      (Imports and Exports Consumer products like Virgin
                                      Cocout Oil, Papaya Soap, South Sea Pearls).

c)        Kananaskis Manufacturing – Director
                                      (an affiliate of Odessa Manufacturing in Philippines.)

d)   CTY Productions  -  Vice-President
                                     (Importer of films from the Philippines)
                                     Carmelita produced the 1st Filipino documentary on
                                     Philippine Culture which was shown at Shaw
                                     Multicultural Channel, Vancouver, B. C., Canada.
