Philip Carreon has carved a path in the course of his Lionistic
work and his community work that one would think he might
have gotten lost somewhere out there. The observation is
obviously wrong, for through thick and thin, Philip is still working
within the world of Lionism and his community and is able to
keep them separate and is doing well in both areas.
He is a Charter Member of the New York Phil-Am Lions Club.
He has held various key positions and was the Club President
for two consecutive terms from 1977-1979 and an additional
term during the year 2006-2007. He instituted financial
planning in order to rid the club of past debts to the International
and the State Lions offices. The membership doubled for the
year 1978-1979. In short, Philip brought the Club back to its
feet. Part of the New York Phil-Am Lions’
history is the formation of four other Filipino Lions Clubs in which Philip played a part.
Philip’s service on the District level started as corresponding secretary and held other key district
positions including District Cabinet Secretary-Treasurer and District Chairman of Lions Clubs
International Foundation. Philip is a Progressive Melvin Jones Fellow recipient with three diamonds.
Philip holds the distinction of being the first Filipino American from the Eastern Seaboard to be
elected District Governor (1991-1992) of the Lions Clubs International, the world’s largest service
organization. Philip’s area of responsibility encompassed District 20-R2 which covered 2,500 Lions
members, in 67 Lions Clubs, 18 Lioness Clubs and 10 Leo Clubs located in Manhattan, Bronx,
Staten Island, Southern Westchester and the Island of Bermuda. While District Governor, he was
able to obtain a matching Grant of $68,000 for the Downtown Chinatown Health Clinic from the Lions
Clubs International Foundation. Under his administration, the District raised $78,000 for the Lions
Clubs International Foundation. Philip was awarded the Diamond Jubilee LCIF Award for his efforts.
He increased membership and four new Clubs were inducted during his year. His successful
governorship in the world of Lionism earned him the much coveted 100% District Governor Award and
the District Governor Excellence Award. He became a State Director in 2001-2003, representing
District 20-R2 in the Organization of Past District Governors in the State of New York.
He was Chapter Commander of the Knights of Rizal in New York for two years (2000-2003). Their
objective is to perpetuate the memory of Dr. Jose Rizal, the national hero of the Philippines, and to
propagate his ideals and teachings. He is the recipient of the Knights of Rizal Distinguished Service
Cross Award.
In 1996, Philip joined the Philippine Centennial Movement, Northeast, USA and the Philippine
Independence Day Committee (PIDC) and held the following positions:

When the PIDC incorporated, Philip became a Director (2003-2005) and held the following positions:
Policies and Procedures, Community Outreach NYS, Chief of Security at all PIDCI functions and
Director of Operations.
Philip has served his community in various organizations. He was a Charter Member of the
Philippine New York JAYCEES and held the position of Executive Vice President in 1965-66 and was
awarded the Outstanding Jaycee of the Year. He was President of the Philippine American
Government Employees of New York in 1984-86. He is a Charter Member of the National Federation
of Filipino American Association and is currently Chairman of the Advocacy Committee of Region I
NaFFAA. He is one of 30 recipients of the Dangal ng Lahi (Pride of Heritage) Award, NaFFAA Region I
in commemoration of the Centennial of Filipino Immigration to the United States.
In 1997, he joined the ranks of distinguished honorees of the Asian/Pacific Heritage, an annual event
sponsored by the New York City Comptroller. The award recognizes individuals from the Asian/Pacific
ethnic group for their achievements in their respective field of endeavor or their contribution to their
respective community. Philip’s fellow awardees were: Rocky H. Aoki, Philanthropist & Founder of
Benihana Japanese Steakhouse; Gita Bajaj, Executive Producer of Eye on Asia; Dr. Saw Shwe Dah,
Chairman of the Overseas Burma Foundation; Dr. David D. Ho, Director of the Aaron Diamond AIDS
Research Center; and Chung Wha Hong, Executive Director of the National Korean American Service
Consortium.
Philip obtained his B.A. in Liberal Arts from the City College of New York where he was inducted into
the honor society, Alpha Sigma Lambda. He took his M.A. in Public Administration at Lion Island
University, graduating with distinction with Fiscal Resource Administration as his major. He retired
from the City of New York as an Associate Staff Analyst. He is a former member of the American
Society of Public Administration and The Institute of Internal Auditors.
Philip spent his early childhood and young adult life in Sta. Maria, Ilocos Sur. He came to New York to
begin college. He met and married Eleanore Pacis, a graduate of Columbia University and a Market
Research professional. They have two sons, Felipe who graduated from Upper Iowa University with a
B.S. in Education and is a licensed teacher and Edward who graduated from Nathaniel Hawthorne
College in New Hampshire with a B.A. in Business Administration and an A.A. in Aviation and is a
licensed pilot. They attend Immaculate Conception Church in Manhattan where Philip serves as a
Special Minister of the Eucharist, Lector and a Choir member. He holds the rank of 4th Degree Knight
and is the Grand Knight of the Knights of Columbus, Castillian Council 154.
