Dolores M. Ortal
Charismatic, compassionate, phenomenal, generous, candid individual, that is Dolores “Dolly” M. Ortal. These are the qualities that helped her succeed in any endeavor she put her heart into.

“Whatever good I can do, I will do it now for I may not pass this
way again” is her way of life. No wonder she would bring home
strangers to her home who are stranded in the airport when
there are no available hotel rooms.
Ortal was born, raised and educated in Laoag City, Philippines.
She obtained her Bachelor of Science in Education in 1959 at the
Ilocos Norte Normal School, now known as MMSU College of
Teacher Education. She taught in the City Schools of Manila and
Laoag City for 13 years. Her crusade for sponsoring gifted but
financially disadvantaged students had its humble beginning in
these years.
She is married to her high school sweetheart, Simeon Q. Ortal, a
licensed Civil Engineer in the Philippines and in the State of
Hawaii. Ortal was working on her Masters when her family migrated to Hawaii in 1972 under the
Professional Visa. The Ortals have three uniformed daughters: Blesilda Spratley, a Registered
Professional Nurse and a Major in the Army, who is now deployed in Iraq; Gracia Mitchell and
Annie Purvis who are with the Air Force, and a son who is in college at the University of Hawaii.
She has 10 **HAPA grandchildren. She considers her family as the very essence of her being.
Ortal’s work experiences could be well described as remarkable. She is a Jack of all trades a
master of all, from teacher to hotel worker, salesclerk, clerk/interpreter, insurance agent, realtor-
associate and finally realtor-broker of her own agency. She did them all in style and with gusto.
Ortal shares her passion for education with her husband. She believes that education is life and
a continuous process and the greatest heritage one can help perpetuate for the youth, leaders
of tomorrow. Husband and wife founded DREAMS COME TRUE SCHOLARSHIP FOUNDATION, that
awards scholarship to high school and college recipients. Today there are more than 50
individual awardees and many organization recipients in Hawaii and in the Philippines. To
mention a few are Northwestern University, Ilocos Norte College of Arts And Trades, MMSU
College of Teacher Education, Mayor Michael Farinas Scholarship Program, Mayor Alfredo Valdez
BIN-I Foundation, Mayor of Sarrat Scholarship Program, Diocese of Tagum for Seminarians, Mayor
of Pinili Educational Program, all in the Philippines. In Hawaii 5 UH students, Scholarship
Programs; for Filipino Business Women’s Association, Filipino Women’s Civic Club, INCAT Alumni
Association of Hawaii, UH Iloco Foundation, United Laoaguenos of Hawaii and more. DREAMS
has branched out to other civic endeavors like; ADOPT A SCHOOL,* MALNOURISHED FEEDING
PROGRAM,* MEDICAL INSURANCE TO INDIGENT FAMILIES, COMMUNITY LIBRARY, DONATE BOOKS,
COMPUTERS AND OTHER INSTRUCTIONAL MATERIALS. DREAMS has produced physical therapists,
nurses, civil engineers, teachers and bankers who are now productive citizens and giving back
to the community. The whole Ortal family is into DREAMS.
In spite of her hectic schedule as a wife, mother, mentor, and realtor she finds time to serve as a
volunteer in the community. She is a Eucharistic Minister at Saint Philomena and Holy Family
Church, a member of the Kalakaua Lions, served as treasurer for the United Filipino Council of
Hawaii (The Umbrella Organization in the entire State) and a current Auditor; Chairs the Mrs.
Hawaii-Filipina Scholarship Pageant 2008, UFCH Fiesta Co-chair 2007 and 2006, was chair of the
Terno Ball 2005, Maria Clara Ball 2006. She is currently treasurer of the United Laoaguenos of
Hawaii and Hawaii Filipino Women’s Club; Secretary of Laoag Circle, Caballero de Dimasalang
and Cagayan Valley Association of Hawaii. Ortal is president and co-founder of the Phil-Am
Cultural Association of the Pacific, that promotes Dagiti Kannawidan ken Kultura ni Pilipino. On
top of all these community commitments, she finds time to write Drama script for radio stations in
Hawaii KNDI and KORL that are very much enjoyed by thousands of listeners. She hopes that
very soon the program could be aired globally.
Ortal has been a recipient of many awards. She cherishes most: 2008 INCAT CENTENNIAL MOST
OUTSTANDING ALUMNI- PUBLIC SERVICE for DREAMS COME TRUE SCHOLARSHIP FOUNDATION
which she shares with her husband and 2007 NWU OUTSTANDING ALUMNI FOR
HUMANITARIAN AWARD, also for DREAMS. In 2004 she was Filipino Business Woman of the Year,
10 Filipino Women of the Year 2002, Parents of the Year Nominee 2004, Most Valuable Realtor
for Real Estate Hale 1979-1981. She was Hermana Mayor 2006 and would you believe she was
crowned Mrs. Balikbayan at age 70. She did all these in the name of scholarship. She calls the
crown icing of the cake.
Ortal is inherently generous. She does not have a personal agenda in helping people. She helps
others unconditionally. She is full of gratitude for all her blessings and in giving back she say – a
blessing shared comes back in tenfold.
