Elvira was born in Pagbilao, Quezon Province of hardworking
and business oriented parents, Emilio Gloria and Agripina Sio.
She was the second to the youngest of nine children, all of
which have received degrees in their chosen profession. She
has two children, Ramon who is residing with his family in the
Philippines and Arnel with his family in Montreal Canada. She
migrated in this country in 1993, resided in Colorado for 15
years, moved and eventually settled at Reno, Nevada with her
husband Dennis.
Elvira is an exceptionally a bright student receiving honors while
pursuing her education. She is an educator and a nurse by
profession. She is a graduate of two Masters’ degrees: Master
of Science in Nursing and Master of Arts in Education. She is also a graduate of three Bachelors’
degrees: Bachelor of Science in Nursing, Bachelor of Science in Education, and Bachelor of Arts.
At present, she is in the process of completing her dissertation for the degree of Doctor in
Education (Ed.D.) major in educational management.
She have been teaching in public and private institutions in the Philippines for twenty seven
years, seventeen years as a University Professor in the College of Nursing, College of Arts and
Sciences and College of Education, two years as Assistant Director of Nurses in a general
hospital and finally as a Director for Women’s Services under the Provincial Administration and
Community Development. . In this varied position, she demonstrates outstanding work
performance, leadership skills, and a high degree of professionalism.
In 1981, she was hired by the Ministry of Education, Bauchi State, Nigeria, as a Senior Education
Lecturer in curriculum development. She attended a series of in-service training and seminars
both locally and abroad. and have traveled extensively reaching places of interests in most
leading cities of Africa, Europe and Asia.
These experiences have expanded her horizon in learning in various fields of interest and in
communicating and interacting with a great number of nationalities of varied cultures.
She migrated in this country in 1993. She started working in Colorado as a Charge Nurse in a
medical center rendering acute care and ambulatory services for two years. She also worked as
a Nurse Supervisor at the Mariner Health of Denver, a rehabilitation facility. As a Nurse
Supervisor, she performed administrative, nursing care, personnel and staff development
functions. At the same period of time she worked part-time as a registered nurse at WCC/INS
Processing Center, a federal detention facility for illegal aliens.
In 1997, she was hired as a staff nurse by the State of CO, Dept. of Human Services, and
Division of Corrections. In 1999, she was offered a scholarship to pursue her Master of Science in
Nursing by the State of Colorado, Medical Services. Upon graduation, she was promoted to a
Nurse Practitioner position and served the State of Colorado for five years. In this position, she
is responsible for a caseload of 120- 150 adolescents and young adults at risk, many of which
whose lives and those of their family members had been impacted by crime, poverty, physical
and psychological abuse and mental illness. As a Nurse Practitioner, she always strive to be at
her best to provide the utmost care to patients and to demonstrate a positive attitude,
flexibility, accountability and integrity in the practice of the nursing profession.
She was considered as a valuable staff of the health team of the Colorado Division of
Corrections, working in both multidisciplinary and interdisciplinary functions. She has always
shown her outstanding critical thinking skills. She is fluent in four languages which is a wonderful
asset in the nursing profession. She chose to extend her teaching career to a nursing career
because she believes that she could function more effectively in both professions. For her,
teaching and nursing are not only considered as professions but a calling and spiritual vocations
as well. Both profession entails service and service is something precious, a source of an inner
self-fulfillment, of making a change in people’s lives.
Due to her exceptional nursing skills and her utmost dedication to service, she was selected as
the Employee of the Year for three successive years, locally at Marvin W. Foote Youth Services
Center in 2003, at the regional level in the Division of Corrections in 2004 and statewide, as a
recipient of the most coveted and prestigious State of Colorado Department of Human Services
Employee of the Year award that was held at the Governor’s Executive Residence on May 13,
2004.
With these achievements, she brought joy, pride and honor to her country and her people, not
only for her skills and ability and her excellent work performance but also for displaying the
ingenuity, the resilience, the loyalty and professional attitude and dedication to service as a
Filipino.
At present, she has retired from the State of Colorado but her strong and undying commitment
to her professions prompted her to accept the position of Director of Nursing of Apollo College, a
subsidiary of the United States Education Corporation, whose primary aim is to bring forth the
opportunity to educate well prepared nurses in order to provide quality health care to the
citizens, as well as ease the shortage of nurses in the State of Nevada.
