EILEEN DECESARE, RN, MS, CNAA, LNC
Founder and President, Professional Healthcare Resources,
Inc. and Professional Healthcare Resources International, Inc.

Immediately prior to creating Professional Healthcare Resources
in 1994, Eileen DeCesare served as Director of Nursing Systems
at D.C. General Hospital in Washington, D.C. Her professional
career in healthcare industry spans almost forty- six years and
includes clinical nursing, nursing education, nursing
administration, and home care administration. After graduating
from St. Luke’s Hospital school of Nursing in Quezon City,
Philippines, Eileen was recruited to the U.S. in 1964. She
obtained her Bachelor’s degree in Nursing from University of
Illinois and her Master in Public Administration- Healthcare
Management from DePaul University in Chicago, Illinois.

Her many certifications, honors and awards include Legal Nurse
Consultant, inclusion in Sigma Theta Tau’s 1993 “100 Extra

Ordinary Nurses” in the District of Columbia, St. Luke’s Nursing Alumni Foundation Most
Outstanding Alumni, 1994; Who’s Who in America 2002; Honored Professional in Who’s who in
Executives and Professionals 2002, Alumni Achiever for St. Luke’s School of Nursing/Trinity
University of Asia – 2007; Honorary Chair of the Sigma Theta Tau, Gamma Beta Chapter – 100
Extraordinary Nurses 2009; Awardee, Migrant Heritage Commission Most Outstanding Migrant,
2009. Also, most recently a United States Flag which was flown over the Capitol building in
Washington, D.C. was presented to Mrs. DeCesare to honor both the 15th Anniversary of
Professional Healthcare Resources.

Eileen was also named Mrs. Philippines of the Metro Washington DC area in 1990 by the
Zambaleous, Inc, USA. She also served as President of the Philippines Nurses Association of
Metropolitan Washington, served on the board of directors of the Philippine Nurses Association
of America and as of March 2007, on the board of directors of Ecosystem Solutions, Inc.
Currently, she serves as Chairperson of the Board and President of the Professional Healthcare
Resources and its 8 subsidiary companies, president of the PHR International, Inc. and president
of the PHR Hospice Foundation, Inc.
