LIBRAN NUEVAS CABACTULAN is a career diplomat.  He passed the examination for Foreign Service
Officer (FSO) in 1981 and joined the Foreign Service in 1983.  He passed the examination for Career
Minister in 1994.  Before joining the Foreign Service, he worked with the National Economic and
Development Authority (NEDA) for 9 years, first as staff economist and later on as Chief of the Division for
International Economic Relations and Agreements.

Mr. Cabactulan completed elementary and secondary education in his home town in Sagay, Camiguin
Province.  He was class valedictorian when he graduated from High School.  He obtained his Bachelor
Degree and Master Degree in Political Science from the University of the Philippines in Diliman, Quezon City.
 He also received a Certificate for Development Economics from the School of Economics of the University of
the Philippines and a Diploma With Merit on Commercial Policy from the General Agreements on Tariff and
Trade (now known as the World Trade Organization) in Geneva, Switzerland.

Mr. Cabactulan was posted in New York at the Philippine Mission to the United Nations from July 1986 to
July 1990 and then at the Philippine Embassy in Belgium from August 1990 to September 1993.  From
October 1993 to June 1995, he served in the Home Office as Special Assistant to the Secretary of Foreign
Affairs and, at the same time, as Director for Planning and Policy of the Office of Fiscal Management of the
Department of Foreign Affairs.  In July 1995, he was sent back to the Philippine Mission to the United
Nations in New York and stayed there, handling economic and financial issues in the UN, until his
reassignment to the Philippine Consulate General in Sydney, Australia, as Consul General.  After the end of
his tour of duty in Sydney, he served in the Home Office and was assigned in the Office of Consular Affairs
as Executive Director for 10 months, and was transferred to the Office of United Nations International
Organizations (UNIO) for six months until his assignment in Abu Dhabi, U.A.E

Mr. Cabactulan also has a vast experience in negotiations and consultations on trade and related matters,
such as textiles and clothing under the Multi-fiber Agreement (MFA), coffee export quota, the General System
of Trade Preferences (GSP), and the trade negotiations under the GATT during the so-called Tokyo Round of
Multilateral Trade Negotiations.  He was a member of the Philippine Delegation that negotiated the
Philippine accession to the General Agreements on Tariff and Trade (now WTO).

Mr. Cabactulan is married to Mrs. Remedios Fe F. Cabactulan. and has two children, Dante Sarie
Cabactulan (29 years old) and Rina Churee Cabactulan (25 years old).
