Jose S. Brillantes, Philippine Ambassador Extraordinary and Plenipotentiary to Canada was an
undersecretary (Deputy Minister) of Foreign Affairs immediately prior to his appointment as Ambassador. He
was elected Member and Vice-chairman of the United Nations Committee on the Protection of the Rights of
All Migrant Workers and Members of their Families, was Philippine Ambassador to Malaysia, former
Secretary of Labor and Employment, and former Undersecretary of Labor for Employment Promotion and
Manpower Development. His professional career covers extensive exposure in politics, law, legislation,
public and interpersonal relations, and national and international diplomacy.
A lawyer by profession and a native of Manila and Ilocos Sur, Ambassador Brillantes was a consistent honor
student and was a top graduate of the Ateneo de Manila college of Law where he was President of the
Ateneo Law Student Council and an Editor of the Ateneo Law Journal. Ambassador Brillantes was one of the
topnotchers in the 1960 Philippine Bar Examinations. He took up graduate studies in Public Administration
at Carlton University in Ottawa, Canada and holds a Doctor of Laws Degree (honoris causa) from Lyceum
Northwestern University, Dagupan City.
Ambassador Brillantes had been a private law practitioner for 11 years and he was twice elected Councilor
to Manila's City Council. He also served as Technical Assistant of the Philippines' Commission on
Elections. A respected diplomat for over 32 years, he had served in various capacities in Philippine
diplomatic posts in Ottawa, in Bonn, in Washington, D.C., and in Kuala Lumpur.
Engaged in the people business and in the protection and promotion of the Filipino workers' welfare all his
life, Ambassador Brillantes has been most active in Filipino Community and international migration affairs in
his various overseas postings, during his stewardship of the Department of Labor and Employment, and
during his stint as Undersecretary of Foreign Affairs in charge of Migrant Workers' Affairs.
