Philippine Embassy in Dhaka commemorates Rizal Day

Embassy in Dhaka commemorated Rizal Day at
austere ceremonies held at the Chancery grounds
on 06 January 2009, instead of 30 December 2008
due to the parliamentary elections of Bangladesh
held on 29 December 2008.

Philippine Ambassador Zenaida Tacorda Rabago
led the flag raising ceremony with officers and
staff members of the embassy.

Philippine delicacies were served during the day
for embassy staff and the Filipino community.

A film entitled Rizal depicting the national hero’s
life was shown in the afternoon. END
Philippine Consuls General in Barcelona and London celebrate Christmas
Day with Filipino Community in Andorra














PH-011-09, 20 January 2009 - The Philippine Consul General in Barcelona, Eduardo de Vega,
and his wife, the Philippine Consul General in London, Ma. Theresa Dizon-de Vega, were the
guests of honor at the Christmas Party of the Associaciò de Residents Filipins a Andorra
(FILAND) held on the evening of 25 December 2008 at a local restaurant in Andorra.

The Filipino community in this Catalan-speaking nation (pop: 75,000) situated in the
Pyrenees between Spain and France numbers around 600 (around 200 of whom were
present at the celebration). Many of them work in local hotels or restaurants, but there are
also a small number of professionals such as engineers or sales agents.

The President of the FILAND, Mr. Perry Solomon, expressed the Filipino community’s
overwhelming gratitude to the two Consul Generals (with special thanks to Mrs. de Vega) for
coming all the way to Andorra on Christmas Day itself to celebrate the occasion with the
local Filipino community.
The two Consuls General conveyed the special greetings of Philippine Ambassador to Spain
Antonio Lagdameo, and assured the Filipino community that the Philippine government
values all Filipino communities abroad, and thus the Philippine foreign service is committed to
providing them the best possible services as the sacrifices and successes of overseas
Filipinos are an inspiration to all Filipino diplomats. END
100 Sichuan Earthquake-affected students to visit the Philippines

PR-018-09, 20 January 2009 – A group of 100 students from China’s earthquake-ravaged
Sichuan province will arrive in Manila on 11 January for a week-long rehabilitation visit.
In a report to the Department of Foreign Affairs, Philippine Ambassador to China Sonia Brady
said the students, to be accompanied by some Chinese teachers, doctors and interpreters,
will take a charter flight from Sichuan’s provincial capital Chengdu to Xiamen before taking a
Philippine Airlines flight to Manila.
“This is not only a very significant milestone in promoting people-to-people exchanges
between the Philippines and China,” Ambassador Brady said. “More importantly, it also
enhances the profound friendship and centuries-old ties between our two peoples and
countries.”
The visit was made possible upon the invitation of President Gloria Macapagal Arroyo, which
she proposed to President Hu Jintao when they met in Beijing during the Beijing Olympics in
August, Ambassador Brady said.
President Arroyo visited Chengdu on 7 August and met with victims of the 12 May
earthquake to offer her condolences.
Ambassador Brady said the Department of Foreign Affairs and the office of Special Envoy
Carlos Chan have prepared a program that will take the students to some historical sites in
Manila and Bohol. They will also have the chance to meet with the President during their
stay in Manila.
“The visit was designed for the Sichuan students to have a meaningful time and interaction
with the Filipino people to help them recover from the effects of the earthquake. Activities
will include visits to children-oriented museums, a local school, science centers, tour of
Bohol, and viewing of performances by Filipino children,” Ambassador Brady said. END
Consul General Olivia Palala calls on The Governor of Guam
















PR-017-09, 20 January 2009 – The new Consul General of the Philippine Consulate General
in Agana, Hon. Olivia V. Palala, called on Guam Governor Felix P. Camacho on 13 January at
the latter’s Office in Adelup, Guam.
Governor Camacho extended a warm welcome to Consul General Palala, who arrived in
Guam on 28 December 2008 to assume her post. Consul General Palala and Governor
Camacho spoke of the common heritage and shared history of Guam and the Philippines and
discussed areas of mutual concern, including health care, tourism, trade and labor.
Guam has, in recent years, been looking to the Philippines as the primary provider of health
care for its people. It has established the Guam Medical Referral Office, which coordinates
the treatment needs of Guamanians with leading hospitals in the Philippines such as the St.
Luke’s Medical Center and Medical City.
With the upcoming military build-up in Guam, Governor Camacho and Consul General Palala
gave mutual assurances of cooperation with respect to the possible employment and
protection of Filipino workers, particularly in light of the lifting of the US government’s cap on
the importation of labor to Guam. END
Embassy officials conduct annual christmas visit for inmates at the
Jerudong and Maraburong prisons

PR-016-09, 20 January 2009—Philippine Ambassador to Brunei Darussalam H.E. Virginia H.
Benavidez led officials and staff of the Philippine Embassy who visited Filipino inmates
detained at the Jerudong and Maraburong Prisons last 27 and 30 December 2008
respectively. The annual Christmas prison visits are part of the Embassy’s sustained efforts
to spread the yuletide cheer with Filipino detainees, underscore the Embassy’s deep concern
and support for the inmates and more importantly, to highlight the importance of giving and
sharing that is the true spirit of Christmas.
The Embassy delegation brought with them Filipino food, cakes, pastries, drinks which they
generously shared with the Filipino inmates and with prison officials. The delegation further
provided the Filipino inmates with personal hygiene items and obtained updates on the
dates of their release.
During the visit to the Jerudong Prison Institution on 27 December 2008, the Embassy
delegation was met by prison officials led by Superintendent Haji Ismail bin Haji Murad,
Officer in Charge. There are currently 20 Filipino inmates detained at the Jerudong Prison
Institution.
Embassy officials and staff also visited the Maraburong Prison on 30 December 2008 where
there are currently 2 Filipino inmates detained. The delegation was met by prison officials led
by Haji Zainal bin Haji Ismael, Officer-in-Charge.
The visit to the Maraburong Prison was made more poignant with the presence of the wife of
a Filipino detainee and his Filipino friends who joined the Embassy delegation during the
visit. The Filipino detainee’s wife came to Brunei Darussalam for the sole purpose for visiting
her husband who has been detained since October 2007 and is scheduled to be released by
the end of March 2009.
On behalf of the Filipino detainees, Ambassador Benavidez thanked the Government of His
Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Sultan and Yang Di-
Pertuan of Brunei Darussalam for the excellent and humane treatment accorded to the
Filipino detainees. She assured the detainees that the Embassy would always be ready to
provide them the necessary assistance for their eventual release and repatriation. She
further reminded the Filipino inmates of the importance of observing prison rules and
regulations, behaving properly, maintaining good relations with the guards and prison
authorities, and most of all, keep on praying at all times. END

PR-015-09, 20 January 2009 - Newly appointed Philippine Ambassador to Norway, Denmark
and Iceland, Ambassador Elizabeth P. Buensuceso, who arrived in Norway to assume her
Post in December 2008, was warmly welcomed by the Filipino Community in Oslo during an
informal get-together of various Filipino Organization leaders at the Embassy. On 08 January
2009, she presented her credentials to His Majesty, King Harald V of Norway. After the
presentation ceremony, Ambassador Buensuceso hosted a vin d’honneur at the chancery
attended by officials from the Ministry of Foreign Affairs, ASEAN colleagues and the Dean of
the diplomatic corps.

















The simple but meaningful formal audience with King Harald was held at the Royal Palace not
far from the chancery. After the formalities, the King engaged Ambassador Buensuceso in a
lengthy “conversation” on various topics ranging from John Donne to bilateral relations
between Norway and the Philippines. The Ambassador also conveyed to His Majesty the
felicitations and wishes for good health, peace and happiness for the New Year of H.E.
President Gloria Macapagal Arroyo. The King in turn requested Ambassador Buensuceso to
extend to the President his warm greetings and wished the Philippines success and
prosperity.

Ambassador Buensuceso thanked the King for Norway’s warm welcome to Filipino nurses
and other medical personnel and said that it was very well for them to have done so as
Filipino nurses are praised all over the world for their “tender, loving care.” The King, in turn,
said he believed this truly because he had some efficient Filipinos in his staff at the palace.
The Ambassador also signified the Philippines’ intention to deepen and broaden bilateral
relations particularly in the fields of energy and maritime cooperation and tourism.
In her get-together with the Filipino organization leaders, the Ambassador vowed to
intensify the Embassy’s efforts in serving the Filipinos in the countries of its jurisdiction. She
also attended various Christmas parties during the long Christmas holidays to build bridges
with the FilCom organizations and let them feel that their government cares for their welfare.
The Ambassador will be making calls on various officials of the Norwegian government,
including the Foreign Ministers and those in charge of economic and energy cooperation with
the Philippines. END
99 Timorese scholars to study in the Philippines

PR-014-09, 20 January 2009 - The Philippine Embassy in Dili, Timor-Leste has reported to the
Department of Foreign Affairs that on January 11 and 12, 2009, 99 Timorese scholars left for
the Philippines to complete their undergraduate studies. The Timorese government will
shoulder the cost of the four-year undergraduate courses of the scholars, including
accommodations and other incidental expenses. In support of the project, the Philippine
government waived the visa and consular fees of the scholars.
Upon their arrival in Manila last 13 January, the scholars will undergo a six-month bridging
program to improve their competencies in English, Math and Science. After the program, they
will be assessed to determine their respective fields of study and will then be sent to
different colleges and universities in Manila to enroll.
Accompanying the scholars is a four-man delegation from the Timor-Leste Ministry of
Education headed by Vice Minister Paulo Assis Belo who will confer with officials from the
Philippine Commission on Higher Education (CHED) to explore the possibility of sending
Timorese graduate students to the Philippines to pursue earn masteral degrees and
doctorates.
On 10 January 2009, a farewell ceremony was held for the departing scholars. Guests of
honor were Prime Minister Xanana Gusmao and National Parliament President Fernando
Lasama de Araujo.
In his speech, Prime Minister Gusmao exhorted the scholars to become youth ambassadors
for Timor-Leste. National Parliament President Lasama cited the high quality of education in
the Philippines and urged the scholars to take full advantage given to them and to emulate
positive Filipino work ethics.
After the farewell ceremony, a pre-departure briefing was held with three Timorese alumni of
different Philippine colleges and universities serving as resource speakers. The briefing
sought to inspire the scholars and provide them with information by sharing experiences and
giving advice on how best to cope with everyday living in the Philippines. END
