15th Annual Conference of The International Association For World
Englishes (IAWE)
The Linguistic Society of the Philippines (LSP), a professional organization based in De La
Salle University, will host the 15th Annual Conference of the International Association for
World Englishes (IAWE) to be held on 22-24 October 2009 in Cebu City.
The Conference is a forum for the exchange of ideas among linguists, applied linguists,
sociolinguists, writers, scholars, and educators, on the philosophy of World Englishes and
issues of convergence and diversity in the three major aspects of World Englishes, namely,
language, literature, and pedagogy. The theme covers a wide range of topics in the domains
of education, government, industry and media. These topics include the following:
• Literary creativity in South, Southeast and East Asia
• Philippine English, Philippine Englishes in the World Englishes Paradigm
• World Englishes, Asian Englishes, and competing norms
• World Englishes and the ASEAN lingua franca
• World Englishes and language use in media
• World Englishes and the ASEAN workplace
• World Englishes vs. English as a Lingua Franca
Invited keynote speakers are Prof. Eyamba Bokamba of the University of Illinois at Urban-
Champaign, Prof. Yasukata Yano of Waseda University, Tokyo, Japan and Prof. Danilo T.
Dayag of De La Salle University – Manila and the Linguistic Society of the Philippines.

State Visit to the Philippines of his Majesty Sultan Haji Hassanal Bolkiah,
Sultan and Yang-di-pertuan of Brunei Darussalam
PR-030-09, 26 January 2009—The Department of Foreign Affairs is pleased to announce
that upon the invitation of Her Excellency President Gloria Macapagal-Arroyo, His Majesty
Sultan Haji Hassanal Bolkiah, Sultan and Yang Di-Pertuan of Brunei Darussalam, will be
making a State Visit to the Philippines on 29-31 January 2009. His Majesty the Sultan’s visit
to Manila is His Majesty’s first State Visit for 2009.
His Majesty the Sultan’s visit is an auspicious event as the Philippines and Brunei
Darussalam are commemorating the 25th anniversary of the establishment of diplomatic
relations. Brunei Darussalam is also marking its National Day Silver Jubilee this year.
His Majesty the Sultan will be accompanied by Her Majesty the Duli Raja Isteri Pengiran
Anak Hajah Saleha and Her Royal Highness Pengiran Isteri Azrinaz Mazhar. END


Philippines and European Union renew shared commitment to assist
Internally Displaced Persons in Mindanao: Government to release an
additional (php) 500 million pesos for Humanitarian Assistance
PR-029-09, 26 January 2009 – The Department of Foreign Affairs hosted a briefing on 22
January for EU Ambassadors on developments in the Southern Philippines, including the
status of internally displaced persons (IDPs). During the briefing, the Philippines and the
European Union renewed their commitment to provide support to families affected by
violence in Central Mindanao and the ARMM region.
Foreign Affairs Secretary Alberto G. Romulo thanked the European Union for its two grants
totaling €6.5 million EURO for humanitarian relief. The grants are being implemented by
international organizations and NGOs such as the World Food Programme (WFP),
International Committee of the Red Cross (ICRC), International Organization for Migration,
and Oxfam GB.
Social Welfare and Development Secretary Esperanza I. Cabral provided the EU
Ambassadors with a comprehensive briefing on humanitarian assistance for the internally
displaced persons in Regions X, XII, and ARMM. The total number of displaced persons has
declined by 57% since the peak of armed conflict last year.
To date, the Government has spent a total of PhP 172.76 million with the bulk of assistance
going to relief efforts such as the provision of food, water, sanitation, shelter, non-food
items such as clothing, medical services such as immunizations, counseling, day-care
activities, and education.The Government has also begun livelihood training for 1,000
people in Lanao del Norte and has devoted PhP 12.6 million to early recovery efforts.
Secretary Cabral also announced that the Government is in the process of releasing an
additional PhP 500 million for further humanitarian assistance and early recovery.
Secretary Cabral informed the European Union that the NDCC has recently issued Joint
Memorandum Circular No. 17 on “Guidelines in the Coordination of the Delivery of
Humanitarian Services to Disaster Victims and Internally Displaced Persons”, with the aim of
improving coordination between the Government and international and local NGOs in
pursuing relief efforts.The European Union, for its part, voiced full support for this initiative
and, as a major donor, offered to raise this matter with concerned NGOs. END
