* Mr. Dennis Manalili, a Filipino national who operates a cargo forwarding company (Zebra Cargo Forwarding
Company), has given his commitment that his company will assist in the shipment of the donations.
* Post reported that Thai Prime Minister Abhisit Vejjajiva announced that Thailand will provide humanitarian
assistance to the Philippines, which will be similar to what Thailand provided to Myanmar in the wake of cyclone
Nargis. The assistance will include a mobile medical team, medical supplies, and rice.

* The Philippine Overseas Labor Office (POLO) in Brunei will be mobilizing the DOLE’s regional offices, including
DOLE’s attached agencies OWWA and POEA, to assist OFWs in reaching their respective families in the
Philippines.
* Post’s SSS and Pag-IBIG offices are in the process of obtaining guidelines on the availability of a calamity loan
for SSS/Pag-IBIG members.

* Hungarian Baptist Aid and Baptist World Rescue24 offered humanitarian relief and medical supplies.
Canberra PE
* Post will advise the Filipino community organizations in Australia to send cash donations to the account
number of the DSWD (Account No. 3122-1011-84, Land Bank of the Philippines Batasan Complex Branch).
* Post reported that a press release was issued by Foreign Minister Stephen Smith and the Minister for
International Development Assistance, Bob McMullan, announcing that Australia will provide up to A$1 million for
Typhoon Ondoy relief operations. The assistance will be delivered through agencies on the ground, including the
Philippine National Red Cross. Australia will offer further assistance according to additional needs to be
identified by the Philippine government.
Dubai PCG
* The Filipino community in Dubai prefers to send money to the Philippine National Red Cross (PNRC) since it
has links with Red Crescent in Dubai.
* The community has also scheduled a Walk for a Cause on 9 October 2009 at Al Safa’a Park, proceeds of which
will be sent to PNRC.
Hong Kong SAR PCG
* The Filipino community has mobilized its resources to help victims of typhoon Ondoy. Groups are spearheading
fund-raising efforts and have started collecting goods such as clothing, canned food and medicines with the
intent of sending them to the Philippines.
* Banks and remittance centers have committed to waive all cable charges for cash donations for Operation:
Ondoy
* Freight forwarders have provided the Consulate with a number of boxes with which to ship relief goods to the
Philippines for free, and a major radio station embarked on a telethon starting 28 September to raise funds.
* A community-led crisis task force has been formed to coordinate all efforts. Post will meet with the task force
and other community leaders.
* The Filipino Community has managed to secure pledges of aid from important business companies and
institutions such as Credit Suisse, but they emphasized their desire for transparency, and would want to know
where the funds are going and how they will be disbursed.
Honolulu PCG
* Mr. Jun Abinsay, a prominent community leader, donated $1,000.
* Officers and staff of the Consulate pledged the amount of $500 which will be sent as soon as possible together
with any additional amount received.
* The Filipino Community Center opened its doors to accept donation. FilCom Center has a 501 (c) status and all
donations are tax-deductible.
* Telethon KNDI, A Filipino/Ilocano Radio Station, will do a remote broadcast at the Fil-com Center to accept
phone-in donations and pledges on 4 October 2009.
* Attendees in the Philippine Celebrations Coordinating Committee of Hawaii (PCCCH) meeting gave $335 as
their donation.
* The US Pacific Command, through AFP Liaison to the US Pacom Capt. Severino David, conveyed its readiness
to ferry in its flights from Hickam Airbase to Clark Airbase donations in kind. Flights in Clark are scheduled three
times a week.
Kuala Lumpur PE
* Post reported that the Malaysian Medical Relief Society (MERCY Malaysia) will send a two-man assessment
team headed by Mr. Hew Cheong Yew, Senior Program Officer of the Relief Operations Department of MERCY
Malaysia, scheduled to arrive in Manila on 30 September 2009.

* A bank representative from BDO Express Padala pledged to waive bank cable charges for those who want to

* K9 de Creixell, a Spanish NGO, volunteered to send a team to assist in rescue and relief efforts. Post will
coordinate with NDCC and the Office of Civil Defense on the assistance offered by the group.

* Filipino remittance centers such as BDO, BPI, LBP, Metrobank, RCBC and PNB will waive remittance charges

* Post reported that the South Korean government will donate US$300,000.
* Korean organizations in the Philippines are raising funds of an average of US$ 5,000 daily to assist the victims.
* OCI, a chemicals corporation, made an initial pledge of US$ 50,000.
* Post opened temporary bank accounts (one in dollar and another in Korean Won) with the Korea Exchange
Bank for voluntary donations. The collected amount will be sent to the DSWD upon closing of the accounts on 28

* Post reported that a press release announced that Prime Minister Lee Hsien Loong sent his condolence letter
to President Gloria Macapagal-Arroyo on 28 September 2009. Singapore will send relief supplies worth
US$30,000 to the Philippine government through Singapore Red Cross. Singapore will also contribute
US$20,000 as seed money
* Mercy Relief, a Singapore-based independent non-government humanitarian charity, will send a preliminary
team and a first batch of relief items to be dispatched over the next few days
Toronto PCG
* “Global Medic”, an NGO based in Toronto specializing in emergency/disaster response, was dispatched on 29
September 2009 and scheduled to arrive in Manila on 30 September 2009. The team, composed of Mr. Raul
Singh (team leader), Mr. Matt Capobianco, and two other member medics, would be bringing water purification
equipment and rehydration tools, and is closely coordinating with the emergency/disaster response group of the
Philippine mining and geodetic association disaster response team.
Vancouver PCG

The Philippine Embassy in Tokyo reported to Foreign Affairs Secretary Alberto G. Romulo that it received a ¥5
million (approximately P2.5 million) voluntary cash donation on 02 October from officials of AEON Co. Ltd as
humanitarian assistance for those affected by Typhoon Ondoy (international name: Ketsana) in the Philippines.
Along with some Embassy officials, Chargé d’Affaires Gina Jamoralin met with AEON Co. Ltd. Chairman and
AEON 1% Club Chairman Akihiko Harada, Chairman of Ministop Co. Ltd. Hiroshi Yokoo, President of Ministop
Co. Ltd Nobuyuki Abe, and other officials. Chairman Harada shared his condolences and solidarity with the
Philippines in the wake of the damages brought by Typhoon Ondoy.
Chargé d’Affaires Jamoralin thanked Chairman Harada and the AEON Co. Ltd. Group for their generous
contribution and expressed her appreciation for AEON Co. Ltd. as one of the first private Japanese corporations
to have contributed to Typhoon Ondoy disaster relief efforts. Minister Jamoralin also recognized Japan’s
immediate and timely response from its public and private sectors after the typhoon hit the Philippines.
AEON Co. Ltd is one of the largest Japanese corporations involved in general merchandise operations, retail
operations, retail property development, finance, convenience store operations, travel, and environmental
preservation among other sectors. MINISTOP Co. Ltd, a member company of AEON Co. Ltd, has more than 240

Outpouring of Sympathy for the Philippine in the United Nations

There is an outpouring of sympathy for the Philippines in the United Nations over the death and devastation
unleashed by tropical storm Ondoy over the weekend.
The Philippine Mission to the United Nations in New York reported to the Department of Foreign Affairs that
diplomats in the UN have been offering words of sympathy and solidarity to the Philippines in their statements
before the 64th Session of the General Assembly and in their encounters with their Filipino counterparts.
Secretary General Ban Ki-moon was among the first to offer condolences when he met with Foreign Affairs
Secretary Albert G. Romulo on September 28, according to Ambassador Hilario G. Davide, Jr., Philippine
Permanent Representative to the United Nations.
In that meeting, the Secretary General offered to rally international humanitarian assistance to allow the
Philippines to sustain its relief efforts for the more than half a million people in Metro Manila and surrounding
areas who were displaced by massive floods that also left at least 246 people dead and dozens more still
missing.
Ambassador Davide said UN General Assembly President Ali Abdussalam Treki also personally expressed
words of sympathy when they chanced upon each other at the UN Headquarters on September 29.
Ambassador Davide said many diplomats expressed disbelief at the devastation caused by Ondoy, which
submerged most of Metro Manila after dumping a month’s worth of rain in just a span of 12 hours.
The Non-Aligned Movement (NAM), of which the Philippines is a member, also expressed its sympathy and
solidarity to the Philippine Government and to those affected by the tropical storm.
In a statement, Egypt, chair of the NAM Coordinating Bureau, also called on humanitarian and relief and
assistance organizations and the international donor community “to promptly provide all the necessary support to
the Philippines in their efforts to overcome the effects of the disaster and in delivering emergency humanitarian
assistance.”
In its meeting at the United Nations yesterday, Sudan, speaking on behalf of the Group of 77 and China, also
expressed its concern over the humanitarian situation in Manila.
Among UN Member States that expressed their sympathy to the Philippines are Austria, Canada, Cape Verde,
Cuba, Estonia, Guinea Bissau, Hungary, Iceland, Indonesia, Israel, Japan, Malaysia, Nicaragua, Niger, Papua
New Guinea, Peru, Poland, Saint Lucia, Saint Vincent and the Grenadines, Senegal, South Korea, Spain and

Brunei have offered to waive the remittance fees for cash donations for the victims of tropical storm “Ondoy” in the
Philippines.

RP Embassy in London closely monitoring investigation on death of Filipina

The Philippine Embassy in London reported to the Department of Foreign Affairs that a Filipina national, Leah G.
Cuestin, 37 years old, was found dead in a farmland in Rochester, Kent. Kent is about 2 hours driving distance
from London.
The victim was reported missing on 15 September 2009 and was the subject of an intensive search by the
United Kingdom Metropolitan Police Missing Persons Bureau after she failed to report for work on 13 September
2009.
Ms. Cuestin was in UK for over a year before her disappearance in mid-September 2009. Aside from pursuing
studies at Thames International College, she also worked part-time in a care home in London.
UK Police arrested a male individual in his 30s in London on 29 September in connection with the case.
As of this time, an intensive post-mortem investigation on the case is being conducted by the UK Police
Homicide and Serious Crime Command in Hendon, London.
The Philippine Embassy is closely monitor in the investigation and is appealing to anyone who knew the victim to
provide any relevant information to UK authorities or the Embassy. END

No Filipinos killed in Earthquake that hit West Sumatra
|

The Philippine Embassy in Jakarta reported to the Department of Foreign Affairs that the 7.7-magnitude quake
that struck Indonesia last 30 September occurred in a remote area where there are no reported Filipinos.
Right after the quake, the Philippine Embassy immediately communicated with Filipino community leaders in
Medan (around 300-400 kilometers from Padang) and was so informed by the community leaders.
“There was no Filipino who had been hurt or killed in the earthquake and we are very thankful to God,” Philippine
Ambassador to Indonesia Vidal Querol said.
The Embassy is monitoring developments on the calamity that hit Padang, West Sumatra at 5:16 p.m. on said
date.
The quake that lasted for almost four minutes was along the same fault line that caused the massive Indian
Ocean tsunami in 2004. It was determined that the epicenter was 71 kilometers under the sea of Pariaman, 70
kilometers from Padang.
The tremors were felt in Medan, Pekanbaru, Jambi, Bengkulu and other areas across Sumatra Island causing
widespread panic. A tsunami warning for countries around the Indian Ocean was issued after the earthquake
struck but was lifted an hour and a half later.
According to the Indonesian Social Department, as many as 464 people were killed and around 500 others were
wounded. The death toll is expected to rise with thousands of people were still trapped in the rubble of the
collapsed buildings.
The earthquake sparked fires and caused power outages across the city. The roof of Padan’s Minagkabau airport
reportedly collapsed forcing temporary closure and roads and bridges were destroyed. The situation has been
aggravated by heavy rainfall, lack of emergency services, flooding caused by ruptured water pipes, collapse of
bridges.
The Indonesian Health Ministry has dispatched medical teams carrying medicine and food supplies for the
victims. Several medical teams will follow including 40 doctors and specialists. END

Filipina killed in American Samoa Quake

Mrs. Godofreda Reambonza-Palma, a 62-year old Filipina immigrant in Pago-Pago, American Samoa, died from
the 7.9 magnitude earthquake that struck the US territory of American Samoa and its outlying islands on 30
September. This was reported to the DFA by a niece of the victim.
A 10-foot tsunami thereafter hit the islands, causing fatalities among the populace.
The DFA is coordinating with the Philippine Consulate General in Honolulu headed by Consul General Leoncio
R. Cardenas for the immediate repatriation of the remains of the victim.
American Samoa, about 2,600 miles of 5½ hours by plane away from the Hawaiian Islands, is home to about
2,500 – 3,000 Filipinos. END

International Community extends over P566 Million in Aid for “Ondoy” Victims

Foreign Affairs Secretary Alberto G. Romulo reported to President Gloria Macapagal Arroyo that the international
community has heeded the call of the Arroyo Administration for assistance to alleviate the plight of the victims of
typhoon “Ondoy.”
As of 2 October, total relief and rehabilitation assistance in actual donations and commitments from the country’s
international partners, has reached more than P566 million.
The National Disaster Coordinating Council (NDCC), Department of Social Welfare and Development (DSWD),
Philippine National Red Cross (PNRC) and other agencies have been authorized to receive the donations.
“The Philippine Government is deeply appreciative of our international partners’ swift response to our call for aid.
The DFA will work with the NDCC, DSWD, PNRC and other agencies to ensure that these donations reach our
distressed kababayans as soon as possible,” Secretary Romulo said.
The European Union, through a letter sent by its President Jose Manuel Barroso to President Arroyo, expressed
sympathy to and solidarity with the government and the victims of the recent calamity that hit the country. The EC
has dispatched a needs assessment team to identify the humanitarian needs of those affected by the tropical
storm and has earmarked Є2 million (P138 million) in urgent relief funding for this purpose.
The French Foreign Ministry has given an initial Є10,000 (P690,000) to the Philippine National Red Cross as its
initial contribution.
Germany is providing Є500,000 (roughly P35 million) in emergency humanitarian aid for the victims, the funds of
which will be placed at the disposal of German humanitarian aid organizations.
The Embassy of Spain in the Philippines, through its Technical Cooperation Office, has been authorized to
immediately advance Є150,000 (approximately P10 million) for food aid. Other urgent assistance amounting to
Є250,000 (approximately P17 million) is also being sent through the Red Cross and the NGO Accion Contra el
Hambre. Spain’s total contribution amounting to Є1 million (P69 million) will help alleviate the situation of the
victims of typhoon “Ondoy.”
The Swiss government also made available the amount of CHF250,000 (approximately P11 million) to support
emergency related operation which will be funded by the Swiss Red Cross to the Philippine National Red Cross.
The combined European aid total P254 million.
Countries in other region and international organizations, notably UN agencies, have similarly lent assistance.
United Nations Secretary General Ban Ki-moon assured Secretary Romulo in New York assistance from the UN
and the international community. The UN World Food Program, UN Children’s Fund, World Health Organization
and the UN Office of Coordination of Humanitarian Assistance are already in action in affected areas.
Earlier, the US government donated US$100,000 for relief efforts. China pitched in US$100,000 check donation;
US$10,000 to the PNRC; while Chinese firm Huawei donated US$30,000. Singapore raised US$30,000 and a
further US$20,000 in seed money to jumpstart a donations drive by the Singapore Red Cross.
The Japanese government is sending $220,000 worth of relief goods to the Philippines. Australia committed
Australian$1 million (approximately US$879,000) to support response and recovery activities. The UN World
Health Organization has launched earlier a $42,000 relief fund.
The Republic of Korea has donated emergency relief assistance in the form of rice, tents, medical supplies and
other essential items worth $300,000 coursed through the Department of Social Welfare and Development. A
Korean company, OCI Company Ltd., also donated $50,000 through the Philippine National Red Cross.
The Canadian government has pledged Canadian$5 million (approximately US$4.7 million). The officers and
staff of the Embassy of Canada in Manila raised funds among themselves and friends and donated $50,000 for
the victims of the tropical storm. END

naghanda ng Affidavit of Loss or Damage na makukuha ng libre sa Information Counter ng Office of Consular
Affairs’ (OCA).

The Department of Foreign Affairs (DFA) has issued guidelines for the renewal of lost or damaged passports by
victims of Typhoon Ondoy.
To assist applicants document their lost or damaged passports due to typhoon Ondoy, the DFA has especially
prepared an Affidavit of Loss or Damage which wil be available free of charge to the applicant at the Office of
Consular Affairs’ (OCA) Information Counter.
For lost passports, the following are the requirements for their replacement:
1. Birth Certificate issued by the National Statistics Office (NSO)
2. ID or other supporting documents indicating the date and place of birth of the applicant
3. Three (3) passport size picture with royal blue background
4. Duly accomplished Application Form (may be downloaded at www.dfa.gov.ph)
For damaged passports, the following are the requirements for their replacement:
1. Presentation of original Philippine Passport
2. ID or other supporting documents indicating the date and place of birth of the applicant
3. Three (3) passport size picture with royal blue background
4. Duly accomplished Application Form (may be downloaded at www.dfa.gov.ph)
Applicants 8 to 64 years old are required to personally appear at the DFA’s OCA for their applications to be
processed.
The DFA wil follow the normal schedule of release of passports which will be indicated in the official receipt. END
