Congress is committed to fulfill its constitutional mandate as the National Board of Canvasser for the
Presidential and Vice Presidential poll count, Speaker Prospero C. Nograles declared today.

“The world is keenly watching the May 10 elections.  We cannot afford to fail,” Nograles said as he assured
that both chambers of Congress are in deep consultations in preparation for the national canvass.

At the same time, Nograles urged all Filipinos to sustain their vigilance against any attempt to subvert the will
of the people.

“The people’s will must prevail in the coming elections.  I am sure that the first and historic fully automated
polls will prove the prophets of doom wrong,” Nograles stressed, adding “we must have faith in God and in
ourselves as a people.”

On instructions from the House leader, House Secretary General Marilyn Barua-Yap led the House special
task force on canvassing in a series of consultative meetings with its Senate counterpart led by Senate
Secretary Emma Lirio Reyes.

“We have agreed to propose to the joint session of Congress options on the rules of canvass that may be
adopted to ensure efficient, transparent and credible canvass of votes,” SecGen Yap said.

Being the host to the coming canvass by Congress in joint session, the House of Representatives
Secretariat, led by SecGen Yap, is in full mobilization mode to ensure the success of the electoral process.

“We have mobilized all our officials, personnel and resources for this historic event because we cannot afford
to fail.  We have had meetings with the Commission on Elections and SMARTMATIC representatives on
every possible detail and scenario related to the canvass,” Yap said.

Nagkakaisa, solido at walang hidwaang nagaganap sa hanay ng mga tumatakbong senador sa loob ng
Nacionalista Party (NP) na pinamumunuan ni presidential candidate Sen. Manny Villar.



Ito ang nilinaw ngayon ni Rep. Ferdinand ‘Bongbong’ Marcos Jr. ng Ilocos Norte kaugnay sa kumakalat na text
messages na umano’y ‘inilaglag’ na siya ni Villar sa NP.



Ayon kay Marcos, walang katotohanan ang balitang hindi siya kasali sa campign ad ng NP bagkus isang
malinaw umano itong black propaganda na ang layunin ay magkaroon ng hidwaan sa loob ng partido.



“Intriga ang ginagawa ng mga kalaban namin sa pulitika. Gusto nilang pag-awayin kami sa loob ng NP, pero
sa tingin ko hindi ito mangyayari at  mabibigo lang sila,” pahayag ni Marcos.



Sinabi ni Marcos na ang grupong nais na wasakin ang kanilang pagkakaisa ni Villar at sa kanilang partido ay
siya ring grupong naunang nagpakalat ng mga sticker na kumukwestyon sa kanyang identity.



“Desparado ang grupong ito. Ito ang grupong ayaw akong makatungtong ng Senado. Ito ang nagpapakalat ng
mga black propaganda laban sa akin,” pahayag ni Marcos.



Sinabi pa ni Marcos na sa kabila ng sunod-sunod na paninirang ginagawa laban sa kanya, patuloy pa rin
umano siyang nasa ‘Magic 12’ sa mga survey na isinasagawa ng SWS at Pulse Asia.



“Matalino na ang mga botante at walang maniniwala sa ginagawa nilang paninira sa akin. Patutunayan ito sa
darating na eleksiyon,” dagdag pa ni Marcos.
 
NOYNOY, MATIBAY ANG KAPIT SA UNANG PUWESTO – SURVEYS
 
HINDI natitinag ang 15-16 porsiyentong kalamangan ni Liberal Party (LP) standard-bearer Noynoy Aquino sa
kanyang pinakamalapit na karibal na si dating pangulong Joseph Estrada ng Pwersa ng Masang Pilipino
(PMP) na sinipa naman sa ikalawang puwesto si Nacionalista Party (NP) presidential candidate Manny Villar,
ayon sa mga pinakahuling survey ng Magdalo at Manila Standard Today.



Sa survey ng nasabing pahayagan na isinagawa noong Abril 25-27 na nilahukan ng 2,500 respondents, pinili
si Aquino ng 38 porsiyento ng mga lumahok, sinundan siya nina Estrada na nakakuha ng 22 porsiyento at
Villar na mayroon namang 20 porsiyento.



Nasa ikaapat na puwesto sina Lakas-Kampi-CMD bet Gilbert Teodoro na nakapagtala ng siyam na
porsiyento; panglima si Eddie Villanueva na mayroong tatlong porsiyento habang pumang-anim naman si
Richard Gordon na nakakuha ng dalawang porsiyento.



Makikita sa Manila Standard Today poll na tuluyan nang nawawalan ng hatak si Villar sa pinakamahihirap
dahil natapyasan siya ng limang puntos dito habang umani naman ng siyam na puntos si Estrada at
napananatili ni Aquino ang kanyang puntos sa uring ito.



Ipinaliwanag ni Manila Standard Today pollster Pedro Laylo, Jr. na nakaapekto kay Villar ang mga negatibong
banat kung kaya napunta kay Estrada ang boto ng mahihirap.



Sa survey naman na kinomisyon ng Magdalo na nauna nang naghayag ng suporta kay Villar, umalagwa si
Aquino sa 39.6 porsiyento at pumalo naman sa 24.8 porsiyento si Estrada na nagpatalksik sa NP
presidential candidate sa ikalawang puwesto sa mga naunang survey.



Nasa pang-apat na puwesto pa rin si Teodoro na mayroong pitong porsiyento, sinundan siya nina Villanueva,
2.6 porsiyento, at Gordon, 0.8 porsiyento
 
PULL-OUT OF CF CARDS FOR PCOS MACHINES: TO RECONFIGURE OR TO RIG? -- Maza
 

Nacionalista Party and Makabayan coalition senatorial candidate Rep. Liza Maza yesterday expressed strong
doubts over the COMELEC pullout of compact flash cards and suspended delivery of PCOS machines in
Metro Manila a week into the May 10 automated elections.

"COMELEC officials say it is to reconfigure the CF cards but this could also be used to rig the reading of
ballots and the counting and tallying of votes. PCOS machines are dependent on the code programmed into
the CF cards.  This could embed cheating right into the machine," Rep. Maza warned.

Monday's dryrun of the PCOS machines in Makati, Muntinlupa, Las Pinas and Sto.Tomas, Batangas showed a
mismatch of tally between the computer read and manual count.

"The COMELEC should make SMARTMATIC-TIM accountable for this glaring error. This just might be a glitch
in their view but this could also ditch the people's vote," Rep. Maza said.

"Their explanation seems more like an alibi than an reasonable excuse.  A supposed misalignment of
reading of the back of the ballot occured.  But isn't the ballot printing and the CF card programming aligned?  If
it can read the front of the ballot, why can't it read the back?  COMELEC blames the horizontal and vertical
orientation of the ballot for the program but who did the programming? Who approved the system? COMELEC
has no one to blame but itself," Rep. Maza added.

Makabayan, along with senatorial candidates Liza Maza and Satur Ocampo, are in the midst of preparations to
safeguard the polls with a week to go before elections

TINIYAK ng Commission on Election (comelec) na maihahabol nila May 10 angreconfiguration ng mga
memory cards na gagamitin upang gumana ang mga precint count optical scan (PCOS) machines na tatagal
ng anim na araw.


Ang nasabing cards ang pinaka mahalagang bahagi ng ng pcos machine  sapagkat doon umano iniimbak
ang mga datos na makakalap mula sa mga balota na mga sasali sa halalan.



sinabi naman ni Commission on Elections (Comelec) spokesman James Jimenez, kaninang umaga ay
sinimulan na ng Comelec ang pag-retrieve ng naturang mga CF cards upang masimulan na ang
reconfiguration.


Nilinaw naman ng  Comelec na hindi ang buong PCOS machine ang kokolektahin dahil wala naman
diperensya ang mga ito maliban sa ilang memory cards na hindi gumana ng maayos.


Alinsunod nito  inamin ng Comelec na posibleng abutin ng bisperas ng eleksyon ang pagsasaayos ng
naturang mga CF cards habang ang iba nama'y posibleng abutin pa ng umaga ng May 10 dahil sa dami ng
kanilang isinasaayos.


Samantala, inirekomenda ng PPCRV ang pagsira sa mga pumalyang flash card na naging dahilan ng
pinakahuling aberya sa machine test ng Smartmatic-Total Information management (TIM).


Ayon kay PPCRV Chairperson Henrietta de Villa, ito ang nakikita nilang paraan upang manatili ang tiwala ng
mga mamamayan na hindi magagamit ang nasabing mga memory card sa anumang manipulasyon ng
halalan.


Sinang-ayunan naman ng Comelec ang nasabing hiling ng kanilang citizen’s arm.

Sa panig naman ng Smartmatic, handa nilang sundin ang hiling ng PPCRV para sa ikabubuti ng magaganap
na kauna-unahang nationwide automated elections.

Isinagawa naman ang pulong ng PPCRV at Kapisanan ng mga Brodkaster ng Pilipinas (KBP) para sa  
election preparation.
