Pangalan ni GMA malilinis dahil sa Truth Commission: Lakas solons

Naniniwala si Rep. Simeon A. Datumanong (2nd District, Maguindanao) na malilinis ang pangalan ni dating Pangulong Gloria Macapagal-Arroyo na ngayon ay kinatawan ng Pampanga, sa kabi-kabilang ibinibintang ditong katiwalian sa oras na lumalabas na ang katotohanan sa Truth Commission.
Ayon kay Datumanong kung tutuusin ay hindi na kailangan pa ang pagbubuo ng Truth Commission dahil marami na namang insitusyon ng pamahalaan na maaaring magsagawa ng ganuong tungkulin.
“Hindi ko nakikita ang pangangailangan na bumuo pa ng isang Truth Commission dahil naririyan naman ang Ombudsman at ang Department of Justice na maaaring magsagawa ng imbestigasyon,” ani Datumanong.
Naniniwala rin si Rep. Danilo E. Suarez (3rd District, Quezon) na maipagtatanggol at malilinis ni Arroyo ang kanyang pangalan kahit na saan mang legal na paraan.
“Hindi gumawa at walang ginawang mali ang dating pangulo nang siya pa ay nanunungkulan bilang president ng bansa. Nagsilbi siya ng tapat at buong puso sa mamamayan at sa bansa,” ani Suarez.
Ayon naman kay Rep. Jose S. Aquino II (1st District, Agusan del Norte) kapag natapos na ang gagawing imbestigasyon ng Truth Commission ay lalabas ag buong katotohanan at malilinis na nang tuluyan ang pangalan ng dating pangulo laban sa mga paninirang ginagawa ng kanyang mga kalaban sa pulitika dahil ang lahat ay puro alegasyon lamang at walang sapat na katibayan upang patunayan ang kanilang bintang.
“Pawang paninira lamang ang mga ito at ang layunin lamang ay masiraang kredibilidad ni Arroyo sa mata ng mga tao at upang mawalan ng saysay ang lahat ng mga mga magagandang naiambag at nagawa ng kanyang administrasyon,” dagdag pa ni Aquino.
Makailang ulit na ring itinanggi ni Arroyo ang mga ibinibintang sa kanya ng kanyang mga kalaban sa pulitika partikular na ang umano’y graft and corruption sa isyu ng NBN-ZTE deal, Hello Garci election fraud at ang fertilizer fund scam.
Kamakailan ay nagbuo ng isang Truth Commission si Pangulong Benigno C. Aquino na pamumunuan ni dating Supreme Court chief justice Hilario Davide Jr.

Aquino urged to declare state of calamity in Metro Manila

Lawmakers today urged President Benigno “Noynoy” Aquino to declare a state of calamity in Metro Manila to address the water shortage.
Rep. Maria Carmen Z. Apsay (1st District, Compostela Valley) said the declaration of a state of calamity is an option that the President may take to mobilize all prerogatives available to the government to address the water crisis in some parts of Luzon.
Apsay and Reps. Marcelino Teodoro (1st District, Marikina) and Luzviminda Ilagan (Party-list, Gabriela) also urged the government to adopt a long-term and more sustainable measure to address the water.
Apsay said more importantly, concerned government agencies should act decisively to prevent the crisis from becoming nationwide.
“Action plan towards mitigating effects of climate change should already be put in play as we are clearly experiencing the effects of global warming,” Apsay said.
Apsay stressed that a drying up dam resulting in a water crisis despite Typhoon Basyang on one hand and landslides caused by flooding on the other is alarming and it needs immediate action from the executive with the expected cooperation from the legislature.
Teodoro said the low water level in Angat dam is extremely alarming at this point as the rationing of water in Metro Manila is already in place.
Teodoro said there is really no one to blame with this dilemma since this is an act of nature. The efforts of Manila Water in aiding the scarcity of Maynilad are only a short-term solution.
“It maybe effective for some time but there is already a need for the President to declare a state of calamity to strengthen and empower the government agencies concerned,” Teodoro stressed.
Teodoro said this will enable the President expedient use of resources in addressing the water crisis.
“The President should intervene to prevent a nationwide water crisis and declaring a state of calamity would be timely with the conditions of our water facilities,” Teodoro stated.
However, Ilagan said the state of calamity would only be for Metro Manila. The LGU can declare it and not necessarily the President.
“If for every local concern he intervenes, he would be micromanaging the country,” Ilagan said.
In an advisory, Maynilad Water Services, Inc. said among the areas severely affected by water reduction include 22 barangays in Quezon City, 13 barangays in Caloocan City, four barangays in Malabon, four barangays in Valenzuela City, two barangays in Las Piñas City and a barangay in Navotas.

“Hindi na magbabago ang aking isip. Mananatili si Atty.Yap sa kanyang dating posisyon,” ayon kay Quezon City Feliciano Belmonte, ang inaasahang susunod na lider ng Kamara.
Kabilang sa sumuporta kay Yap sina Mandaluyong Rep. Neptali Gonzales, at Waray Rep. Bem Noel at Albay Rep. Edcel Lagman. Si Gonzales ang inaasahang magiging majority leader at si Lagman ang minority leader.
Si Yap na nag-umpisang manungkulan bilang House Secretary General sa panahon ni dating Speaker Prospero Nograles ay tubong Ilocos Norte at nagtapos ng Doctorate in Public Administration sa UP-National College of Public Administration; MBA in fiscal Administration (PSBA); at Masters in Education, SPED, UP.
Isang lawyer-career executive service official ng mahigit 35 taon nagsilbi sa gobyerno, 28 taon sa lehislatura, siya rin ang Deputy Executive Director sa House Rules Committee bago siya itinalaga ni Nograles sa kanyang kasalukuyang posisyon.
Si Yap ang kauna-unahang babae na naging secretary general sa Kamara.

Lakas solons say GMA will be vindicated on graft charges

Lakas-Kampi-CMD lawmakers today said former President Gloria Arroyo will ultimately be vindicated from all the charges being hurled by various political quarters which will be heard by the Truth Commission.
Rep. Simeon A. Datumanong (2nd District, Maguindanao) also said there is no need for the creation of a Truth Commission since there are already government institutions tasked to do such an investigation.
“I do not see the need for a truth commission. The Ombudsman or the Department of Justice can do the job,” Datumanong said.
“GMA will be able to defend herself and she is confident she will be vindicated. We believe she will be cleared of the charges,” Datumanong added.
“We are confident that in any legal venue, President Arroyo will be able to disprove the unfair allegations against her,” Rep. Danilo E. Suarez (3rd District, Quezon) said.
“The former president will ultimately be vindicated even by the Truth Commission because she did not commit any wrongdoing during her term. She has served the people honestly and well,” Suarez said.
Rep. Jose S. Aquino II (1st District, Agusan del Norte) said former President Arroyo will finally be cleared after the probe of the Truth Commission because her detractors’ claims are all allegations and without evidence.
“The charges versus her were intended to discredit the former president before the eyes of the people and undermine the numerous achievements of her administration,” Aquino said.
Aquino pointed out that Arroyo has previously professed her innocence and they are confident the Truth Commission will uphold her innocence.
The former President has repeatedly professed her innocence when confronted with impeachment complaints containing allegations of graft and corruption during her administration. The impeachment complaints did not prosper in the House of Representatives for lack of form and substance.
The complaints contained the botched multi-million dollar NBN-ZTE deal, Hello Garci election scandal and the fertilizer fund scam.
The Truth Commission created by President Aquino came under fire recently when Former President Joseph Estrada and Sen. Jinggoy Estrada questioned the credibility of retired Supreme Court chief justice Hilario Davide Jr., who will head the fact-finding body.
The Estradas questioned the constitutionality of Davide’s act of administering the oath to then Vice President Gloria Arroyo to the presidency after which Arroyo appointed Davide as permanent representative to the United Nations.
They also cited a 2003 impeachment complaint against Davide on the latter’s alleged misuse of the Judiciary Development Fund when Davide failed to allocate 80% of said fund for the cost of living allowance of court employees while spending some P5.5 M for the purchase of curtains, P8.1M in furniture for use of SC officials, P34M for the construction of Baguio City vacation houses of SC justices and millions of pesos for the purchase of luxury cars.
