TEXAS IT TRADE AND INVESTMENT MISSION TO THE PHILIPPINES

Gus Mercado, Chairman /CEO of Datalogix Texas and former Acting Philippine Consul-General in
Houston , has announced that the Philippine-American Chamber of Commerce of North Texas is
sending a Special Trade and Investment Mission to the Philippines from October 22nd to the
26th this year, in response to the call of Philippine President Gloria Macapagal-Arroyo for U.S.
businessmen to do business in the Philippines. The trade mission will focus on IT/Telecom
outsourcing and Joint Venture opportunities, as well as pursue business partnerships in
finance, legal services, export , real estate and logistics, medical tourism and retirement.
The Chamber is bringing a high-level mission consisting of around 50 Filipino and American top
executives and entrepreneurs from Texas including members of the North Texas Global Telecom
Society (NTGTS) . Guest delegates will be coming from the Fil-Am communities of Chicago,
Detroit, Phoenix, Los Angeles, Las Vegas, the Bay Area, Florida and Toronto. The trade
mission's activities consist of high-level business forums on investment and joint venture
opportunities in the Philippines , focusing on the CALABARZON region, and on international
best practices on the focus sectors, business matching and visits to call centers, BPO shops and
industrial parks. Consul-General Mary Jo Bernardo Aragon of Los Angeles will be joining the
group as Honorary Head of the Trade Mission.
According to overall Mission Coordinator Gus Mercado, it is envisioned that the mechanisms for
bilateral exchange will be institutionalized to facilitate the business relationships between
business people of both countries through the chamber network. "Texas stands out as the
Philippines' biggest trading partner among all the states, with oil, electronics, aircraft and
technical services as the leading exports to the country ," adds Mercado. "IT outsourcing is a
new frontier that U.S. companies like IBM, Sprint, Convergsys, Verizon, Microsoft, Texas
instruments, DELL Computers and a host of smaller U.S. companies are finding to be very
worthwhile and appealing in the Philippines from cost and work quality standpoints. As a former
colony and long-time ally of the U.S. the Philippines enjoys tremendous advantages over other
countries that also provide outsourced services. Unlike other countries that have British
orientation like India, the Philippine educational system, legal and political system, accounting
practices and business protocols are patterned after the U.S. making the country a more
intelligent choice as an outsourcing partner country, " Mercado explained.
The Texas Trade Mission Delegates will be touring the large DELL Computers facility in the Mall of Asia,
along with other call centers and BPO shops in the Philippines. Shown in photo are DELL Founder and

Highlights of the Trade Mission include: Tours of DELL, Sprint, TeleTech and other call centers
and IT back-office outsourcing centers, e.g., AutoCAD engineering shops, medical/legal
transcribers, animators and accounting backoffices ; a private tour of the Mall of Asia by owner
Ms. Tessie Sy; one-on-one meetings with potential global partners, suppliers/clients all
prepared to meet with the delegates; high-powered conferences with top government and
industry leaders arranged by the Philippine Chamber of Commerce and Industry (PCCI); private
audience with President Gloria Arroyo and the top five governors in the country; A Night with
the Calabarzon Governors led by Batangas Governor Vilma Santos-Recto, a special reception
hosted by Dr. Mina Gabor, dinner and golf with former President , General Fidel V. Ramos.
According to Mercado, they still have a few slots left and interested parties may still join the
historic Trade Mission for a small participation cost of $850 per person (all inclusive), plus airfare
. This heavily discounted package includes six nights stay at first-class hotels, all the conference
fees and meals, arrangement of one-on-one meetings with potential partners and customers,
the industrial tours and all private VIP receptions. The organizers gave the assurance that all
