The accomplishments of Ambassador Lauro Baja shortly after  assuming the post of  Philippine Permanent
Representative to the United Nations
  was  phenomenal  and  meteoric,  to say  the  least.  He,  as in his
previous  postings,   was   either  a   spearheader or  mainplayer in various major tasks assigned by  the  
Philippine  Foreign Service.   He manifested  and still  does, the
“CAN DO” attitude and thus,  continues to  
gain appreciations and respects among  Members of  the  United Nations,  including those representing the
super-power governments.

Shortly after assuming his post,  he  was  elected Chairman of  the Sixth (Legal) Committee of the 58th  UN  
General  Assembly, a  main and major committee.  Continuing  his rise to prominence,  Ambassador  Baja,  
almost single-handedly  engineered the election of  the
Philippines to the Security Council  with an  
impressive massive vote of  179 out of 181 members present and voting!  A  unique  and  extraordinary
achievement for  a  Filipino,  indeed!

In June 2004,  he presided over the Security Council and shepherded the unanimous adoption of  the
landmark Resolution 1546 which established the political  process in Iraq.  He received unparalled
recognition of the Security Council for his
“outstanding efforts in bringing back  unity  in  the Council and
returning the United Nations to the center of  multilateral diplomacy.”
  In Sept.  2005,   he   again presided
over the Security  Council  and organized the Security Council Summit  in which
President  Gloria  Macapagal
Arroyo
became the first woman leader to do so.

He chaired the  751 Sanctions Committee on Somalia  which earned  the Ambassador the accolade and
respect  of  UN  Secretary  Kofi  Annan for his “exceptional and able”  chairmanship.  He was Vice-Chairman
of the Sanctions Committee on  Liberia and the Democratic Republic of  Congo.  He then became Vice
Chairman of the Committee Against  the Proliferation of  Weapons  for  Mass  Destruction.  Ambassador  
Baja  continued his ascend to prominence by again becoming Chairman of the 1566 Group which was  
tasked to  suggest  practical measures to counter terrorism other  than  those related to  Taliban  and  Al
Qaeda;  and   to  study  the possibility  of  establishing an international  fund for the victims of  terrorist  acts.  
Again,  he  recently  led  the Philippines in topping the election to the Economic and Social Council  
(ECOSOC), garnering 188 votes out of 192 member states.  Thus, the Philippines topping an election to a  
major organ of  the Unied Nations,  undoubtedly   attributed to  the  deligent  work of  Ambassador  Baja!   To  
top  it  all,  he was successful in having the Philippines elected to the
Human Rights Council.  Currently  the
Vice President of the General Assembly,  and was designated Acting President of the  
61st UN General
Assembly
,   again,  an unparalled achievement in the annal of  Philippine  diplomacy history!  Ambassador  
Baja  still  continues  achieving numerous admirable and commendable tasks for the United  Nations  and  
has been receiving accolades and respects beneficial to the Philippines and  to  the  Administration of
President Gloria Arroyo.   With  the  UN  only  for  a  short lenght  of  time,  Ambassador  Baja  received  the
coveted
“Carlos Romulo United Nations Award”  for  his remarkable “outstanding performance and
contribution to nation-building which resembles the life of  General  Carlos  P.  Romulo  as  diplomat.”  
An
honor,  indeed,  for  all  Filipinos  in the world!  

Ambassador  Baja  is  married to the former  Norma  Castro.  They have two children:  Maria  Elizabeth  and  
Lauro  III.  Ambassador  Baja  was born in Alangilan,  Batangas on May  2,  1937.  He  holds a degree in
jurisprudence and law  from the University of the Philippines,  and  took Foreign Service Course at  Oxford
University  in  England.  He began his foreign service  career in  Manila  in 1962 and  rose  from  the  ranks as  
a  carrer diplomat.

When I was searching for the apropo title for  my
article  on Ambassador
Lauro Liboon Baja, Jr., I
started with the title of  the story  
“A  Man  of All
Seasons”
... nay,  I  changed my mind for a more
appropriate  one ....how about  a
“A  Man of the 21st
Century”
...or, “Man of Destiny” ... finally, I  settled on  
the first one  originally agreed with other
“FILIM” (short
for
FILIPINO  IMAGE Magazine)  editors. Indeed,  
Ambassador  Baja  exemplifies the definition of : “A
Diplomat among Diplomats.”  A  doer less of a talker.  
An achiever among achievers.
 The best among the
bests!

Personally  selected  by Philippine President Gloria
Macapagl Arroyo
 because of  his vast diplomatic
experiences. Ambassador Baja was chosen to
represent the Philippines to the United Nations and to
oversee Manila’s participation as non-permanent
member of  the  
United  Nations Security Council.
