Soaring rice and flour prices pushed the annual inflation rate to a 21-
month high of 6.4 percent in March, the National Statistics Office (NSO)
reported yesterday.  “This was primarily due to the 8.2 percent hike in
the annual rate of the heavily weighted food, beverages and tobacco
items,” NSO said. Inflation in February was at 5.4 percent.

THE Sandiganbayan First Division issued arrest warrants yesterday
against former Justice Secretary Hernando Perez and his three
co-accused in a graft case filed by the Office of the Ombudsman last April
18.
A court officer said the arrest order was released at 3:45 p.m. although
the Sheriff and Security Services Office only confirmed receiving a copy of

The Philippine government has received yet another blackeye through a
US State Department country report which pointed to the Philippines as
being a haven for money laundering, among other crimes, pointing to
“cash smuggling” and money laundering as a “major concern,” stating
that many casinos of the Philippine Amusement and Gaming Corp.
(Pagcor) “located near small provincial international airports that may
have “lax enforcement of cash smuggling” are vulnerable to cash
smuggling.

Behind all that Charter Change (Cha-cha) talk and the Senate resolution
on amending the Constitution at this time to usher in federalism is the
agenda of changing the Senate leadership, congressmen yesterday
speculated. Another said all the senators want is for each to be the state
premiers in their region.
Speaker Prospero Nograles, for his part, said he is ready to sit down with
the senators and discuss the Cha-cha move focusing on federalism but
was firm about these changes to come about only after 2010.

yesterday were marked with the same call - 'Gloria, resign!'    The
workers also called for a P125 across-the-board increase in wages and
the scrapping of the value-added tax.

Hanjin Heavy Industries and Construction Corp., the South Korean firm
embroiled in the controversial construction of condominium units in the
forest reserve area in Subic, is in for more serious problems as the
company earned the ire of Senate probers again, this time stemming
from a reported bribe offer to a local official in Mindanao.
Reports said the Korean firm allegedly offered a P400-million contract to a
municipal mayor in Misamis Oriental in exchange for a reversal of his
order stopping the construction of a $2-billion shipyard which had not
secured the necessary permits.

MALACAÑANG yesterday said the Philippines has already enough to cover
its 10 percent supply gap and that it is buying more rice only for "buffer
stocks."
President Arroyo, in a speech during the general assembly of the
Federation of Philippine Industries, said the country has concluded
contracts with Thailand, Vietnam, and other Asian countries for 1.2 million
metric tons of rice, "enough to cover the 10 percent differential which is
our production and consumption."

Former Justice Secretary Hernando “Nani” Perez will make his first public
appearance Monday after being indicted by his former subordinate and
now Ombudsman Merceditas Gutierrez before the anti-graft court
Sandiganbayan.    
The Second Division of the Sandigan-bayan headed by Justice Edilberto
Sandoval has ordered Perez to appear today before the anti-graft court
for his arraignment along with his co-accused on charges of robbery-
extortion.

PRESIDENT Arroyo has urged business groups to join forces with the
government in a “tough legal fight” against the Manila Electric Co. to stop
the Lopez-controlled group from charging its system losses to consumers
and to bring down its distribution charges.
Mrs. Arroyo yesterday expressed impatience over Meralco’s slow pace in
lowering power rates, saying state-owned National Power Corp. had
already lowered its generation charges on the biggest distributors of
electricity.

THE Philippines yesterday scrapped a tender for 675,000 tons of rice but
set an auction for 163,000 tons for the private sector later in the week.
Vietnam’s state-owned Vinafood II, the sole bidder at the tender, failed
to supply a bank guarantee, said Ludovico Jarina, deputy administrator of
the National Food Authority.

Malacañang yesterday broadly hinted that the government is
consolidating its holdings in power giant Manila Electric Co. (Meralco) for
a major showdown with the Lopez group for management control of the
firm when its stockholders meet on May 27.  
Executive Secretary Eduardo Ermita said the government will have no
match if it moves as one against the Lopezes, saying government can
take over Meralco if it chooses to do so.
